This report presents the results of a subsurface exploration for the roadway reconstruction project planned for Whitman Street and various side streets in Rockford, Illinois. The purpose of this report was to determine and evaluate the subsurface conditions existing at the subject site, and to establish related geotechnical parameters to be utilized for the economical design and construction of the proposed pavement improvement project referenced above. Authorization to perform this subsurface exploration and analysis was provided in the form of signed purchase order No. 18179 by the current Central Services Manager of the City of Rockford. DESCRIPTION OF WORK - ROADWAY: The City of Rockford requests bids from qualified companies to provide all labor, materials, equipment, and supplies necessary for the Whitman Street Reconstruction project as described in these specifications. The work consists of the reconstruction of the roadway section. Additional work will include pavement, sidewalk and curb and gutter removal, aggregate base courses, intersection improvements including traffic signals, pcc sidewalk, ADA ramps, combination concrete curb and gutter, driveway reconstruction, storm sewer installation, utility improvements (excluding water main), pavement marking and signing, erosion control, landscaping, and all incidental and collateral work necessary to complete the project as shown on the plans and as described herein. The Whitman Street Reconstruction project is divided into two phases: Phase 1 and Phase 2. Phase 1 is further broken down into three sub-phases, Phase 1a, Phase 1b and Phase 1c. Phase 1a begins at the far west end of the project, near Underwood Street and ends at the west leg of Kilburn Avenue, minus the omission station range near the railroad. Phase 1b begins at east leg of Kilburn Avenue and ends at the west leg of N Rockton Avenue. Phase 1c begins at the west leg of N Court Street and ends at the eastern limits of the project. All of Phase 1 must be completed and fully open by November 1st, 2024. Phase 2 begins at the west leg of N Rockton Avenue and ends at the west leg of N Court Street. Work on Phase 2 must not commence until Phase 1 is complete, unless directed by the Engineer. All of Phase 2 must be completed and fully open by October 15th, 2025. 1.2a DESCRIPTION OF WORK - WATER MAIN REPLACEMENT :The City of Rockford requests bids from qualified companies to provide all labor, materials, equipment, and supplies necessary for Whitman Street Phase One Water Main Replacement as described in the Section 4 Special Provisions. This work consists of replacing existing 4", 6", and 12" water main, valves, services, and associated appurtenances; and installation of new 8" and 12" ductile iron main, valves, services, hydrants, and associated appurtenances. The 8" water main is to be installed in School Street from North Avon Street to Kent Creek and from Lee Street to Kilburn Avenue; and in Whitman Street from North Rockton Avenue to North Winnebago Street, and Haskell Avenue to North Court Street. The 12" water main is to be installed in the intersection of North Church Street and Whitman Street. Connections to existing water mains and the required water main sizes can be seen in the plan set. Several bid items are not anticipated to be used and have been included for the purpose of obtaining unit price should these items be required by field conditions. Reasonable effort has been made to ensure that the bid quantity breakdown sheets are accurate, however, quantities in the breakdown sheets are provided only as a courtesy for bidding and are subject to change by the owner. Vendor must begin within ten (10) days of notice to Proceed. Vendor will have until October 25, 2024 to complete Phase 1 of the project. Vendor will have until October 24, 2025 to complete Phase II of the project. Each bidder shall submit with his bid the information specified in the bid documents for compliance with the laws of the State of Illinois on Fair Employment Practices and with the City of Rockfords Ordinance on Equal Employment and Business Opportunity. When required on the cover sheet, a bid bond for not less than five (5) percent of the bid amount must accompany all bids as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract. A bank cashiers check, bank draft, or certified check equal to the amount specified is acceptable in lieu of a bid bond. Bid bonds of the two lowest firms will be retained until the contract is awarded. When required by the specifications herein, the awarded vendor shall furnish a performance and payment bond equal to the amount of the contract, acceptable to the City, within fourteen (14) calendar days after notification of contract award. It shall be solely Vendor's risk to ensure delivery at the designated office by the designated time. Any bid which fails to include the compliance items properly completed will not be read and will not be considered. All Contracts for the Construction of Public Works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1-12). The City of Rockford reserves the right to accept or reject any and all proposals and to waive technicalities. The City of Rockford reserves the right to accept or reject any or all bids or proposals at any time, for any reason, including but not limited to the Rockford City Council not appropriating sufficient funds to purchase equipment or complete the contract. The City may make awards in any manner deemed in the best interest of the City.
