Renovation of a water / sewer project in Groveland, Florida. Completed plans call for the renovation of a water / sewer project.

The purpose of this Invitation to Bid (ITB) is to solicit competitive sealed bids for Sampey & Sunshine WWTF Upgrades CWSRF #350612, in accordance with this Invitation to Bid, the bid response, the Scope of Work, all Exhibits and all Attachments. Sampey Road WWTF Upgrades includes improvements of headworks, biological treatment, secondary clarifier, sludge pump station, tertiary treatment, disinfection, reuse effluent pumps, onsite reject tank, sprayfield, in-plant recycle pump station, in-plant reuse pump station, alum feed system, aerobic digester, biosolids dewatering, electrical, site work, and emergency power generator. Sunshine WWTF Headworks Upgrades include upgrades to the headworks influent screen system. The Owner expects to finance the resulting Agreement/Contract with assistance from the Florida Department of Environmental Protection (FDEP), which administers a State Revolving Fund loan program supported in part with funds directly made available by grants from the United States Environmental Protection Agency (USEPA). Neither the State of Florida nor the United States (nor any of their departments, agencies, or employees) will be a party to the resulting Agreement/Contract or any lower-tier subcontract. Applicable requirements include and compliance with the following is required as a minimum: Florida Administrative Code Chapter 62-503 (Revolving Loan Program), applicable female participation; affirmative action and equal employment opportunity provisions; the American Iron and Steel requirements of H.R. 3547 "Consolidated Appropriations Act of 2014" and the Davis Bacon Act. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this Project per SRF requirements. NOTE: Build America, Buy America requirements are waived for this Project. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in Florida, are as follows: Goal for female participation: 6.9 percent statewide Goal for minority participation: 14.9 percent for Lake County Groveland is a historic rural community located in southern Lake County, immediately adjacent to the City of Clermont and the ever growing Orlando regional marketplace. The City of Groveland is one of Florida's fastest growing communities, Groveland's population, up 149% from 2010 is 21,712 persons. The City's small-town feel, natural resources, recreational facilities and easy access to the Central Florida region and beyond has made Groveland a residential destination for young families and maturing households. Substantial Completion: 730 calendar days from Notice to Proceed Mobilization to the Site to occur approximately 90 days after Phase 1 Limited Notice to Proceed to allow components, material and equipment to be approved and ordered without starting on-Site Work until components, equipment and material are available. Final Completion: 790 calendar days from Notice to Proceed Question Deadline: March 1, 2024, 4:00pm Request for information or questions concerning this ITB, must be submitted in writing through the Question/Answer Tab via the City's e-Procurement portal. The Bid Bond shall be for 5% of the amount bid and shall be submitted with the Bid Submittal. The Bid Bond shall be executed by a surety authorized to do business in the State of Florida and as named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and A.M. Best rated A VIII or better. All bonds signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida. When the contract amount exceeds $100,000, a Public Construction Bond issued in a sum equal to one hundred (100%) percent of the total awarded Contract, including any allowance and/or contingency, by a Surety company considered satisfactory by the City, as noted above, will be required from the successful Bidder for purposes of protecting the City from lawsuits for nonpayment of debts as might be incurred during the successful Bidder's performance under such Contract, and insuring the faithful performance of the obligations imposed by the resulting Contract.
