Snohomish County requests competitive proposals from qualified firms or individuals to perform preventative maintenance, including routine repair, and emergency repair of the Solid Waste weight scales located at various County facilities. The County Solid Waste Management Division is a 7 day-a-week, multi-shift operation that must keep its scale equipment in top operating condition in order to serve County residents. Work will include both preventative maintenance and repair. Scales are located at the following four sites: Airport Road Recycling and Transfer Station (ARTS); Cathcart Way Recycling and Transfer Station (CWRTS); North County Recycling and Transfer Station (NCRTS); and Southwest Recycling and Transfer Station (SWRTS). See Attachment C for detail of scale types and locations of facilities. Questions or clarifications shall be submitted to the Purchasing Division by email to: purchasing@snoco.org or online through the Purchasing Portal in the Clarifications Tab, no later than the date and time listed in the Schedule on the title page. Please reference the RFP number in the subject line when submitting questions via email. Questions due in writing, no later than 11:00 a.m. Local Time 1/19/2024 Any questions, clarifications, concerns, or suggestings regarding the scope of services, requirements or RFP process shall be submitted during the Question/Clarification phase. All work by the contractor will be completed in a professional manner by technicians who are trained to repair and maintain truck scale equipment. Emergency callout work will be completed in the most efficient cost-effective method possible. The contract term will be effective upon the date of contract execution for two (2) years with an option to extend for three (3) additional one-year terms subject to the "Time of Performance" and the "Termination" provisions of the County's "Pro Forma" Agreement. Proposals shall remain in effect for 180 days after the RFP due date, unless extended by mutual agreement between the County and the applicable proposer(s). The County reserves the right to conduct one or more of the additional phases described below: Demonstrations of proposed solutions, Interview proposers' key personnel, Request/require additional information, and/or Conduct additional evaluation phases as needed to sufficiently evaluate proposals. The County reserves the right to award a contract with the single highest rated proposer without conducting interviews, demonstrations, clarifications, and/or other phases. The County reserves the right, in its sole discretion, to reject all proposals, waive informalities and irregularities in responses, or not award. The County intends to award to the highest ranked proposer. The County will negotiate with the highest ranked proposer. Should an agreement not be reached, the County reserves the right to negotiate with the second highest proposer. Proposers shall be fully responsible for any and all costs incurred in the preparation and submittal of their proposals.
