Site work and paving for a mixed-use development in Clinton, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

General Nature of the Public Improvement The project extends along 13th Street from 2nd Ave South to the North where is concludes at 4th Ave North. It will see to the removal of nearly 5500 SY of road pavement, 3800 CY of Excavation, 600 SY of Sidewalks and nearly 300 SY of driveway pavement. The new roadway will be narrowed down to 34' replacing the existing roughly 37' cross section. The new pavement will measure 5200 SY of total finished surface, this is made up of a combined 4200 SY 8" HMA, 2000 LF of Curb, and 360 SY of PCC for the intersection returns. Each pedestrian street crossing will be updated to better accommodate pedestrian accessibility and finally there will be a small amount of storm sewer installation, three new storm structures and 63 LF of storm pipe. Critical to this project is the timeline, which requires the project to be started and completed between the end of school in the spring and the start of school at the end of summer. Commencement and Completion of Work The above work shall be commenced as soon as possible after the contract and bond have been approved by the City Attorney and have been signed by the Mayor and City Clerk. The notice to proceed for this project shall be issued on or before the May 28th , 2024. The late start date shall be May 30th , 2024. The final completion date will be the date determined as the first day of school reflecting the schools calendar, which includes all seeding and punch-list items, shall thirty (30) days after the verified substantial completion date. Liquidated damages shall be per Special Conditions. Bid Security Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Clinton, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be a Bid Bond on the form provided in the Contract Documents with corporate surety satisfactory to the City of Clinton. The bid shall contain no condition except as provided in the specifications. Question Deadline 01/28/2024 All questions about the meaning or intent of the bidding documents are to be submitted to the City Engineer by email through the online bidding site. Questions received after 5 p.m. on two (2) business days prior to the opening of the bids may not be answered. Only questions answered by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. A bid bond in the amount of five percent (5%) of the bid amount as security that the bidder whose proposal is accepted will enter into a contract for the above, and will provide the required bonds, with sureties to be approved by the City Council, which respective sum will be retained by the said City as agreed liquidated damages in case the successful bidder fails to enter into a contract within ten (10) calendar days after award of the contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and maintenance. Performance, Payment, and Maintenance Bond Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible surety approved by the City of Clinton and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Clinton from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The City of Clinton reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period. The City of Clinton does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
