The work to be performed by the Consultant consists of all necessary construction administration and construction management services needed to construct a new waste water treatment plant (WWTP)outfall conveying treated effluent from the City’s wastewater treatment plant to Guemes Channel. Consultants scope of work will include but not be limited to the following elements · Coordinating and hosting project meetings betweenthe City, Consultants and Contractors. · Construction inspections of the Contractors work. · Responding to RFIs and preparing change ordersas needed. · Providing engineering support necessary to address project RFIs and/or change orders. · Preparing detailed construction progress payments that meet City and FEMA standards. · Compliance with all project permits and other project approvals. Project. Construction ofa new wastewater treatment plant (WWTP) outfall conveying treated effluent from the City’s waste watertreatment plant to GuemesChannel. Significant project elements include: · Construction of a 48-inchdiameter WWTP outfallfrom the WWTP to the endof U Avenue. · Blasting and excavatingrock for several hundredfeet of the pipeline alignment at depths up to approximately 30 feet deep. · Relocating and installingassociated manhole structures. · Selective demolition ofexisting piping and structures including asbestosconcrete pipe. · Roadway and sidewalkrestoration. · Testing and assistanceduring commissioning ofnew facilities. · Connection of the new48-inch pipeline to the existing 30-inch WWTP outfall at the WWTP. · Surface restoration of thepipeline alignment. · Limiting construction impacts to traffic and residences. · Fusing of City providedHDPE Pipe for the marineportion of the outfall. · Installation of City provided concrete anchors onthe HDPE pipe. · Dredging of impactedsediments with uplanddisposal. · Dredging of dense sediments that exceeds 50blow counts. · Potential dredging oflarge boulders if encountered. · Installation of 42-inch diameter HDPE outfall pipewith diffuser by controlledsubmergence method. · Intertidal excavation andrestoration for shore landing of outfall.
