Renovation of an educational facility in Champaign, Illinois. Conceptual plans call for the renovation of a educational facility.
The Board of Trustees of the University of Illinois Urbana-Champaign requests statements of qualifications from Professional Services Consultants interested in providing the Urbana-Champaign campus with utility engineering services on a retainer basis. The University has a target of four (4) firms to be selected, but reserves the right to award more or fewer based on the qualifications of the submitting firms. Selected firms will be awarded an initial agreement beginning July 1, 2024 and ending June 30, 2026. Each agreement will have the option for one (1) two-year renewal. The total term with the ability to renew will end June 30, 2028. At each renewal, there will be an opportunity to make adjustments in the scheduled hourly rates. Utility Engineering Services required under this contract include, but are not limited to: feasibility studies, programming, program analysis, utility infrastructure upgrades and remodeling projects. In addition, the ability to provide a full range of professional services under the contract is required, including, but not limited to: cost modeling, preliminary design, construction documents, procurement (bidding) assistance, construction administration, construction observation, and post-construction services. The Professional Services Consultant should have access to consulting resources that provide diverse experience and expertise to include but not necessarily be limited to incidental architectural, structural engineering, mechanical engineering, electrical engineering, civil engineering, landscape architectural, and hazardous material remediation as may be necessary to successfully complete each Utility Engineer Retainer project. The University's Abbott Power Plant is a co-generating unit producing both electricity and steam through the use of coal, natural gas and fuel oil. The University's Chilled Water Plants have a combination of steam driven chillers and electric chillers. The Natural Gas, Electric, Compressed Air, Chilled Water, Sanitary Sewer, Storm Sewer and Water Distribution systems are of the size and complexity seen in a small city of about 40,000 people. As such, it requires professional engineering services to support the design of focused repair projects, system modifications, system improvements, and extensions to serve new loads. Often these professional engineering services are necessary for rapid restoration of services, or timely response to our campus users, for both utility production and distribution systems. It is the intent of the University of Illinois to adhere to the aspirational goal delineated in the Business Enterprise for Minorities, Women and Persons with Disabilities Act (BEP Act) 30 ILCS 575/4f(1)(c) to contract with minority-owned business enterprises (MBE), women-owned business enterprises (WBE), persons with disabilities-owned business enterprises (PBE) for not less than 30% of the total dollar amount of the award(s), and to contract with veteran and service-disabled veteran-owned small businesses (VOSB, SDVOSB) for not less than 3% of the total dollar amount of the award(s). Services will be performed on an as-needed basis during the contract period. Consistent with the dollar limits on actions requiring Board of Trustees authorization, retainer agreements may be used on individual projects with total project costs up to $5,000,000 or with professional fees up to $750,000 per project. Each consultant will be limited to an aggregate of $1,000,000 in fees per fiscal year. There is no guarantee that any work will be assigned. The Professional Services Consultant will identify expected sub-consultant utilization required for full services at the time of each individual project initiation. The services required for each individual project will be identified on the individual project work order. Project areas, scopes, and budgets will be identified, if and as appropriate, in the respective project work orders initiated under this contract. All work performed shall comply with all applicable federal, state, and local codes and regulations, be in accordance with the University of Illinois Urbana-Champaign Facilities Standards and in concert with the Campus Master Plan and affiliated Campus Design Guidelines and processes.
