Site work for a mixed-use development in Florence, Arizona. Completed plans call for site work for a road / highway; and municipal facility.

The Town of Florence is issuing this Invitation to Bid (ITB) seeking qualified vendors with demonstrated experience and qualifications to provide bids for the construction of a new block wall at the Towns Public Works facility. Bid must be accompanied by Bid security made payable to Owner in an amount of ten percent (10%) of Bidders maximum Bid price (determined by adding the base bid and all alternates) and in the form of a certified check, bank money order, or a Bid Bond in statutory form issued by a surety meeting the requirements of the General Conditions and applicable law. This project will remove approximately 1,100 linear feet of existing chain link fence, posts, gates, and peripherals around the existing Public Works (PW) facility, located at 444 N. Warner St., Florence, AZ 85132. The project will install a split face block wall, consisting of 8x8x16 cinder block to a height of 8', for a total distance of 970', in accordance with the attached diagram and plans. The project will also install two (2) 20' fully automated gates that are activated by loop detectors on the inside of the wall and some form of automated opener externally, along with three (3) 20' manually operated gates and two (2) 4' manually operated man gates. The project will install a continuous 2" buried conduit along the inside of the wall perimeter. Security must be provided during construction or the fence must be removed and constructed in such a fashion that security is maintained to the best extent possible. An abstract of the amounts of the base Bids and major alternates, if any, will be made available to Bidders after the opening of Bids. All Bids will remain subject to acceptance for the period of time stated in the Bid Form and each Bidder agrees that it will hold open its offer for such period, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period. Unless otherwise specified in the ITB, all Bidders and their Subcontractors shall hold their bids valid for a period of ninety (90) days from the proposal due date stated in the Advertisement for Bids. Question Submission Deadline: February 9, 2024, 12:00 pm All questions about the meaning or intent of the Bidding Documents are to be submitted in writing as set forth in the Invitation to Bid. Any interpretations, clarifications, or other/additional information considered necessary by Engineer and/or Town in response to such questions, or otherwise, will be issued by Addenda electronically to all parties that download the Bidding Documents. Questions received after the Questions Due Date and Time set forth in the Invitation to Bid may be answered at the sole discretion of the Town. Inquiries regarding this ITB directed to persons other than entered into Electronically may not be answered, and any answers received other than as set forth in this ITB will not be binding upon the Town for any purpose. Only answers provided through Electronically may be binding upon the Town. Oral and other interpretations or clarifications will be without legal effect. The Town shall not be held responsible if a Bidder fails to acknowledge any Addenda issued. The Town shall not be responsible for any oral representations or statements relating to the solicitation specifications made by any employee, agent or officer of the Town. Addenda may be issued electronically to clarify, correct, supplement, or change the Bidding Documents. Receipt of Addenda shall be acknowledged electronically prior to the ITB closing. No Bids will be accepted through Electronically if the Addenda issued is not first acknowledged. If the Pre-Bid Conference is not mandatory, Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective. Contractors shall be responsible for any licenses or permits required by the regulatory agency of the State of Arizona that apply to the performance of this contract. The Town of Florence reserves the right to reject any or all Bids, or to accept any Bids, or to waive any informality in any Bid, or to withhold the award if deemed in the best interest of the Town of Florence. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. If Bidder purports to add terms or conditions to its Bid, takes exception to any provision of the Bidding Documents, or attempts to alter the contents of the Contract Documents for purposes of the Bid, then the Owner may reject the Bid as nonresponsive.
