Site work and paving for a mixed-use development in Carrboro, North Carolina. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
This RFLOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional consulting services to design protected bicycle infrastructure within the existing right-of-way on West Cameron Avenue from Merritt Mill Road to South Columbia Street (NC 86). All submissions, correspondence, and questions concerning this RFLOI should be directed to Bergen Watterson at bwatterson@townofchapelhill.org by no later than 5:00pm on January 26, 2024. All questions should be submitted via e-mail only. Responses will be issued in the form of an addendum and will be posted on the Towns website under Bid Notices and the name of this project no later than. This contract shall be partially reimbursed with federal-aid funding through the north carolina department of transportation (hereinafter referred to as the department). The solicitation, selection, and negotiation of a contract shall be conducted in accordance with all department requirements and guidelines. The primary and/or subconsultant firm(s) shall be pre-qualified by the department to perform any combination of the discipline codes listed below for the town of chapel hill. The TOWN OF CHAPEL HILL is soliciting proposals for the services of a firm/team for the following contract scope of work: o Create and evaluate multiple alternative designs for protected bicycle infrastructure on West Cameron Avenue including innovative green infrastructure street design principles, streetscape enhancements, and safety improvements along the corridor. o Collect and evaluate five years of vehicular, bike, and pedestrian crash history using data from the Chapel Hill Police Department. o Analyze exiting traffic patterns and movements, parking data, and bicycle counts. o Evaluate needed improvements at the Merritt Mill Rd / W Cameron Ave / Libba Cotten Bikeway intersection to facilitate safe movements for bicyclists and pedestrians. o Provide a technical report summarizing pros, cons and preliminary cost opinions for the alternatives and their respective opportunities and constraints including user experiences, constructability, environmental conditions, safety, property impacts, and traffic impacts. o Work with Town staff to conduct public engagement to determine preferred alternative. o Design preferred alternative to at least AASHTO standards while also drawing from NACTO, ITE, and other relevant research and best practices such as the Johns Hopkins lane width study (2023). o Follow process for NCDOT's locally administered projects and obtain all necessary approvals. o Evaluate all existing underground and overhead utilities in the right-of-way and those in conflict with project limits. Coordinate with utility owners on relocation plans. o Coordinate throughout the design process with relevant Town departments including but not limited to stormwater, solid waste, transit, and emergency services. o Determine need for any temporary or permanent easements and provide negotiation and acquisition services, following the NCDOT process. o Perform all required Federal, State, and Local environmental investigations and secure all needed permits. This may include natural and cultural resources and a Version: 2023.10.26 MTM 4 review of records held by the North Carolina Natural Heritage Program, the National Register of Historic Places database, and the Carolina State Historic Preservation Office GIS service database. o Work closely with Town, NCDOT, UNC and other relevant officials throughout the design process.
