The City of Hillsboro, Oregon ("City") is seeking proposals from experienced, customer service oriented contractors to provide parking and traffic management services for those attending games played at the Gordon Faber Recreation Complex ("GFRC") planning to use the on-site parking facilities. The complex is located off of Sunset Highway on 4450 NE Century Blvd., Hillsboro, OR 97124. The City anticipates a contract term of up to two (2) years. There is some flexibility with the dollar amount budgeted for this contract, based on the proposed solution and it providing the desired service levels. The City has submitted this RFP to find a contractor to operate and manage the Parking Facility and traffic flow for all Hillsboro Hops home games, the Portland State University Football games, and Oregon Scholastic Sports Association (OSAA) play-off games played within the Gordon Faber Recreation Complex. The Hillsboro Hops are a long-season high "A" affiliate of the Arizona Diamondbacks. The team's regular season includes sixty-six (66) home games played between April 1, 2024 and September 15, 2024 (schedule included in Attachment B) which the City will need these services for, as well as any home play-off games extending the season. Portland State University plays between 4-5 home games between September 1st, 2024 and December 1st, 2024 (schedule included in Attachment B). OSAA contracts with the City of Hillsboro to host state high school semi-playoffs and championship games between November 1st, 2024 and December 1st, 2024 (schedule included in Attachment B). The Parking Facility at the GFRC consists of 10 separate parking lots; Parking Lots A through H, the Stadium Lot (Blue), and the Field Lot (Green), as outlined in the accompanying map labeled Attachment A. The contractor will be responsible for all aspects of managing the traffic flow and parking needs of attendees from arrival to departure from the GFRC for the games.
