Demolition, site work and renovation of a civil project in Dickinson, Texas. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
The deadline for bidders to submit questions on CivCast has been extended to 5:00 pm on Thursday, February 15, 2024. The Galveston County Water Control and Improvement District No. 1 (District) is requesting bids for the rehabilitation of the Hollywood Water Plant located at 2605 Hollywood Street, Dickinson, Texas 77539. Work items include structural rehabilitation and repainting of the 750,000-gallon elevated storage tank and 508,000-gallon ground storage tank, installation of tank mixing and disinfection residual control systems, demolition of existing booster pump station, construction of a new electrical control building and outdoor rated vertical turbine booster pumps, replacement of all yard piping, fittings, valves and fire hydrants, installation of a new natural gas emergency generator, and all associated civil, electrical, mechanical, structural, and instrumentation and controls work required per the plans and specifications. A roll call will be initiated at the beginning of the prebid conference to confirm the phone conference attendees. Attendance at the Pre-Bid Conference is non-mandatory. After the Pre-Bid Conference, the District will host a site visit for any potential bidder beginning at the Hollywood Water Plant site. It shall be each bidder's sole responsibility to inspect the site of the work and to inform itself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. A bid bond in the amount of 2 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the OWNER or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. This shall act as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER after receipt of Notice to Award from the OWNER. The successful Bidder must furnish PAYMENT and PERFORMANCE BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of "B", or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas General Land Office - Community Development & Revitalization and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The Galveston County Water Control and Improvement District #1 reserves the right to reject any or all bids and to waive any informalities in the bidding. This contract will be awarded under Subchapter C, Texas Government Code Chapter 2269. Bids may be held by the Galveston County Water Control and Improvement District #1 for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
