The Washington County Public Works Department is issuing this request for proposals (RFP) to provide project coordination, data collection, stakeholder engagement, corridor planning, and concept level design services for the County State Aid Highway (CSAH) 96 (Dellwood Rd) Corridor Study. CSAH 96 from Trunk Highway (TH) 61 to Trunk Highway (TH) 95 (St Croix Scenic Way): o A jurisdictional transfer was completed in May of 2023 transferring ownership of roadway to Washington County from TH 244 to Th 95 o Roadway section within Ramsey County is still under MNDOT jurisdiction o Is approximately 10.25 miles o Has a typical section mostly consisting of a 2-lane rural undivided highway with turn lanes in various locations o Is functionally classified as a Minor Arterial o Has variable traffic volumes, that range from 3,510 to 10,000 vehicles/day (2022 counts) o Has a posted speed limits of 40,50, and 55mph o Has a posted weight limit of 10-tons Is located within Washington County and Ramsey County.
