The construction, which will take roughly $89,500 to complete, is covered by a City Capital Improvement Account. NEW ULM - City Council put the finishing touches on securing a new building for the New Ulm Battery at their meeting Tuesday. The plans for a new building and approval of an advertisement for project bids were approved at the Jan. 16 City Council meeting. At that meeting, Park and Rec Director Joey Schugel said this is a project that has been in the works for a few years. City and Parks and Rec staff have been working on building plans that meet the needs for storage and the New Ulm Battery,” Schugel said. “We’re working very closely with the New Ulm Battery members on this. That current city-owned property has adequate space for this new building.” Councilman Les Schultz had expressed gratitude for the project and the continued usage of the current building. “Some of us even went out and toured the building and took a look at it,” he said. “I think the battery folks have been waiting a long time for this building. I think it’s well-needed, well deserved. I was glad to hear that.” This building, which is currently the New Ulm Battery’s headquarters, is set to be replaced with a new building thanks to funding approved by City Council. The current one will stay as is, but could be taken down in the future. Bids were then received and opened on Feb. 28. Three competitive bids were received, with the lowest from K&S Carpentry for $89,561. Facilities Maintenance Supervisor Ryan Weier confirmed the cost would be covered by a City Capital Improvement Account planned for this project. Another bid was received for more than double that amount, at $185,000. Councilman Larry Mack asked Weier why one bid was so much higher than the others. Weier said it had to do with local versus outsider costs. “The bottom three bids are all local contractors with local suppliers,” he said. “There was an outside contractor out of the cities. Because we had public bid information out there, they reached out, they got the packet. They’re based out of Minneapolis so a bunch of their trades are coming out of the cities.” Mack said he was thankful that there are local contractors the city can give business to. He then offered the motion to approve the bid from K&S Carpentry, which Christian seconded. The project is expected to be complete by August. ______________________________________________________ Project Introduction and Overview: The City of New Ulm is looking to build an unconditioned storage building to house the New Ulm Battery and their equipment. This building will be located next to the current storage and operational building by the compost site and adjacent to the trap range. The address of the site is 214 21st North Street, New Ulm, MN, 56073. Proposal Submittal: Bids are to include the following sectional breakdowns: 1) Storage Building Materials - per the included specifications 2) Storage Building Erection Labor 3) Storage Building Concrete Labor & Materials - interior and exterior apron 4) Ammo Storage Room - Materials and Labor 5) Option 1: Interior Finish (walls & ceiling), including insulating walls and ceiling Project Details: Project specifications and plan(s) are supplied as Addendums. Substitution approval for materials needs to be approved ahead of bid submittal. Request for substitutions needs to be in writing (email is approved) prior to February 14, 2024. No substitution requests will be honored after this date. Withdrawal of Proposal: Any submitted proposal can be withdrawn anytime prior to the closing of the bidding timeframe. After the opening of the proposals, no proposal can be withdrawn for a period of 60 days unless authorized by the City of New Ulm, Park & Rec Department. Award of Contract: Contract will be awarded to the lowest, qualified bidder. Rejection of Bids: The City of New Ulm reserves the right to reject any and all proposals and wave informalities.
