The District Maintenance & Fleet Division of the Vermont Agency of Transportation, hereinafter referred to as VTrans, is seeking contractor services to assist with the cleaning, removal of poorly adhered paint, removal of rust, painting and application of a rust proofing material to various structures statewide and related work. Work shall consist of, but not limited to, cleaning, removal of poorly adhered paint, removal of rust, painting and application of a rust proofing material to various structures statewide and related work. The contractor and workers shall be certified for lead-based paint removal with the Vermont Department of Health and the certifications shall be readily available for review by any regulatory agency representative. Paint and rust removal shall be accomplished by the use of vacuum shrouded power tools only, connected to an approved HEPA filtered vacuum system. All machinery and tools shall be clean and in good working order. The use of abrasive blasting will not be allowed. The contractor will store the waste generated by the cleaning and removal process in drums supplied by the Vermont Agency of Transportation (VTrans). These drums shall be stored in an approved containment area for pickup by a VTrans hazardous waste disposal contractor. All paint and rust proofing materials will be supplied by VTrans. The contractor may be required to pick up the materials from VTrans stockpiles or instate suppliers. Paint shall be applied by brush, roller or spray in accordance with manufacturer's specifications. Rust proofing material consists of Texaco Type L Rust proofing or other approved products. This material shall be applied by spraying to achieve a consistent thickness and shall be free of blotches and discolored areas. VTrans shall provide the hazardous waste storage drums. The immediate work area shall be enclosed by protective tarps at all times to prevent the introduction of paint debris, paint over spray, rustproof material or other foreign material to the atmosphere. The contractor shall cover all ground surfaces including roadway surfaces with protective tarps to prevent contamination of these ground surfaces. When working over water, the contractor shall rig tarps to prevent disposal of any material into the water. Traffic Control shall either be the responsibility of the contractor or of VTrans depending on the nature and/or duration of the work effort. VTrans will advise the contractor prior to the assignment of work regarding the responsibility for providing Traffic Control. Refer to the most recent MUTCD for traffic control devices. Traffic Control for bridge and culvert repair operations, shall comply with Chapter 6H of the MUTCD whenever possible. The following VTrans Standard Sheets T-1, T-10, T-11, T-12, T-13, T-15 and T-17, can be found on the agency web page and will generally govern the various traffic control needs for bridge and culvert repair: Figure 6H-1 (Work Beyond the Shoulder), Figure 6H-6 (Shoulder Work with Minor Encroachment), Figure 6H-10 (Lane Closure on Two-Lane Road Using Flaggers), and Figure 6H-33 (Stationary Lane Closure on Divided Highway). The contractor shall be responsible for providing all signs, barricades, or other necessary traffic control devices. All traffic control signs shall be fabricated with ASTM Type VI and type VII sheeting (high intensity encapsulated lens) as a minimum and shall be consistently in good to excellent condition. Unless protected by guardrail or other positive barriers, signs shall be erected on yielding or breakaway supports that meet the requirements of NCHRP Report 350 or of MASH. (Payment for Traffic Control equipment shall be subsidiary to Support Equipment) The contractor shall furnish the following equipment: Support Equipment shall consist of all equipment necessary to clean and paint the structure that is not included in other equipment items. This equipment shall include but shall not be limited to cables, staging platforms, railings, safety equipment, personnel protective equipment and facilities, generators, tarps and nets, safety cones, protective coating application equipment and the vehicles necessary to store this equipment. Cleaning Equipment shall consist of all equipment necessary to remove paint and rust. This equipment shall include vacuum shrouded roto peeners and/or vacuum shrouded needle scalers with a minimum of one of each type, a HEPA Filter equipped vacuum, a compressor capable of operating the equipment and expendable parts for the equipment. Hazardous Waste Security Compound shall consist of a minimum 8 foot wide by 8 foot long by 4 foot high modular chain link fence enclosure complete with ground tarps, cover tarps and personnel gate with lock mechanism. It is anticipated that a minimum of 2 units will be required. (Cost subsidiary to Cleaning Equipment.) Hand/Eye Wash Station shall be a portable, self-contained unit that allows hands free operation for hand washing and emergency eye/face washing. The unit shall have its' own reservoir for fresh water and storage capacity for used fluids. Soap and paper towels shall also be provided in the vicinity of the wash station. (Cost subsidiary to Cleaning Equipment.) VTrans shall provide materials for the work through its normal procurement processes. Disposal of removed materials shall be the responsibility of VTrans. The Contractor shall furnish the required equipment, operators and other employees to the State at the rates indicated in the attached rates or for a lump sum amount agreed upon by the Contractor and the State's authorized representative. Specific work assignments will be coordinated with an authorized representative of the State in the District for which the work is to be performed. The work shall be done under the direction of the Maintenance Programs Engineer, Operations Division or authorized representative of VTrans. VTrans will negotiate costs for any equipment that may be required due to site specific conditions. Additional equipment may be added to the contract without an amendment. All work shall be done to the satisfaction of the State's representative, and, to the extent applicable, in accordance with the Vermont Agency of Transportation's 2024 Standard Specifications for the Construction Book and all other State, Federal, and Agency Standards, Policies, and Specifications. Prequalification is not required in order to submit a proposal for this RFP. All questions related to this RFP shall be forwarded to Caryn Pletzer, AOT Contract Administration, in writing, by e-mail at caryn.pletzer@vermont.gov . All such questions and requests shall be received no later than 2:00 p.m. on Tuesday, January 30, 2024. VTrans will not be bound by any oral communications. All questions or requests for clarification received will be documented and answered after this date. Communication with other VTrans personnel regarding this RFP is prohibited and may result in the rejection of your proposal. In the event that it becomes necessary to revise, modify, clarify, or otherwise alter this RFP, including VTrans' responses to questions and requests for clarification, such addendum(s)/modification(s) shall be posted electronically. There will not be a mandatory or optional pre-bid meeting. All proposals become the property of VTrans upon submission. The cost of preparing, submitting and presenting a proposal is the sole expense of the Proposer. Unselected proposals shall be securely disposed of at VTrans' discretion. VTrans reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel this RFP in part or in its entirety if it is in the best interest of VTrans. This solicitation of proposals in no way obligates VTrans to award a contract. VTrans intends to select more than one (1) Contractor to perform these services. Each contract will contain a variety of specific services the Contractor will be awarded. VTrans will enter into contracts, with an initial term of three (3) years with the option of extending for two (2) additional years.
