The City of Hawaiian Gardens, Public Works Department, is requesting a proposal from qualified civil engineering firms to provide Pavement Management Program (PMP) services for street improvements. Proposer(s) must have the expertise, experience, and demonstrate resources available to perform the work described in the RFP. Which generally includes: Physically evaluate the pavement condition of all City streets and determine a Pavement Condition Index (PCI) rating for each street section, pursuant to applicable standards. Identify and implement a preferred Pavement Management System (such as street saver or paver, etc.). Identify feasible rehabilitation alternatives for each street section. Prepare a 5-year plan for street rehabilitation based on the Citys anticipated revenues. The Selected Consultant will be responsible for all data entry/updates into the Pavement Management System for all street improvements for the next five (5) years. The Scope of Work describes the minimum work to be accomplished. Upon final selection of the firm(s), the Scope of Work may be modified and refined during negotiations with the City. Any proposer that provides additional services can include those services in the proposal and list them as additional services. Should an award be made, the selected Consultant(s) will enter into a professional services agreement with the City of Hawaiian Gardens to provide these services. The City anticipates a contract start date around March 2024. The Scope of Work shall include, but not limited to the following tasks: o Task 1 - Meet with City staff to review schedule, budget, project documents, project goals, format of deliverables and clarify responsibility of each party. o Task 2 - Review all database inventory, consultant shall review and update the functional class, direction of travel of arterial sections, street name, length, width, and area. o Task 3 - Perform an automated pavement condition survey of the entire roadway network, including all asphalt streets and all concrete streets. The survey shall include the following: -Evaluation of surface condition and identification of surface distresses for vehicular streets. -Evaluation of ride quality for vehicular streets Document the methodology for performing the Pavement Condition Survey, including quality control procedures, to be included in the Final Report. The City is not requiring that survey be conducted by having the evaluator walk each and every street. Either a driving "windshield survey" or any type of vehicle machine evaluation/survey will be acceptable. It is preferred to have one evaluator/rater conduct the entire survey. Enter Pavement Condition Survey data in PMP software and determine present status of roadway network; present status of network should be performed for the entire network. o Task 4 - PCI Calculations: Perform the required analysis by Los Angeles County Transportation Authority (METRO) as part of the triennial certification. o Task 5 - Formatting/Entering the updated pavement condition data base in the preferred PMS software The method of Contractor Selection has not been Determined at this time.
