Napa County is seeking an experienced and responsible contractor to provide landscape maintenance services in County Service Area No. 3 (CSA No. 3) that support vegetation survivability and conservation, aesthetic appeal, and ecological sustainability in all defined landscape areas. The County's priorities are to establish and preserve low maintenance, drought tolerant and natural looking landscape. A. SERVICES 1. Weekly Services (a) Irrigation System i. Operate CSA No. 3's automatic and manual irrigation systems and adjust frequency and duration as needed. ii. Perform visual inspection of irrigation systems and components and report needed or suggested repairs. (b) Pruning and Trimming i. Trim and/or prune all vegetation to remove dead material and maintain a healthy and appealing plant structure. ii. Trim bushes and tree branches to maintain crown within island perimeter. (c) Debris Control i. Visually inspect all landscape areas and remove/dispose of weeds, dead vegetation, trash and other debris. ii. Dispose of blown or raked leaves and other vegetation. (d) Hazard Prevention i. Keep all sidewalks free of weeds or other plant material. (e) Progress Reports i. Submit monthly progress reports of completed and pending work, status of vegetation, irrigation adjustments, recommendations for future actions and any other relevant notations using CSA No. 3's issued template. 2. Annual Services (a) Pruning i. Prune trees to remove dead, loose, or infected branches. (b) Soil Amendment i. Add/replace compost and/or other amendments (c) Fertilizer i. Add or replace fertilizer (three times per year: fall/early winter, spring and summer). 3. As-Needed Or Upon Request All services that require additional billing shall be approved in writing by CSA No. 3's Manager or their designee before the work is performed. (a) Irrigation System i. Repair or make minor improvements to irrigation systems (labor and materials billed separately). (b) Horticulture i. Make professional recommendations for design enhancements, plant species and arrangement, and landscape care factors to help achieve CSA No. 3's landscaping goals. ii. Recommend solutions to complex landscaping problems or concerns. (c) Plant Replacement, Additions or Removal i. Replace, add or remove flowers, plants, shrubs and/or bushes (materials billed separately). (d) Other i. Any other relevant landscape maintenance services (labor and materials billed separately). B. LANDSCAPE AREAS Landscape areas are defined below and shown on the map in "Attachment B." Modifications to services for specific landscape areas are denoted with "*". 1. First island at Gateway Road W near intersection with Devlin Road. 2. Second island on Devlin Road between Gateway Road W and Airport Blvd. 3. Third island on Airport Blvd near Devlin Road intersection. 4. Fourth island on Airport Blvd near Gateway Drive intersection. 5. Fifth island on Airport Blvd at western tip of Island 4 near Napa County Sheriff's Department. 6. Sixth island on Airport Blvd near intersection with Aviation Way. 7. Seventh island on Airport Blvd at intersection of Airpark Road. Napa County is requesting proposals for landscape maintenance services for County Service Area No. 3 ("CSA No. 3") with work to commence on March 1, 2024, and be completed on June 30, 2026, with an option for up to two automatic renewals of such contract on a fiscal year basis, which runs from July 1-June 30. The County reserves the right to request additional information not included in this RFP from any or all respondents. The County reserves the right to contact references not provided in the submittals. The successful respondent will be expected to enter into a Professional Services Agreement (PSA) with the County to provide services as detailed above. County's standard PSA is provided in "Attachment C" in draft form for reference only. Respondents are not required to submit a signed copy of County's PSA with their proposal. Acceptance of any proposal submitted pursuant to this RFP shall not constitute any implied intent to enter into a contract for landscaping services. The County reserves the right to cancel the RFP in part or in its entirety prior to or after submission date. California State Prevailing Wage rates are required and apply to this request for landscaping services. Workers must be paid rates at least equal to the established prevailing wage rate. California Prevailing Wage rates and other information are available through electronically. In accordance with Section 1773.2 of the Labor Code, the prevailing wage rates for classifications of labor to be employed in the work are also on file at the County of Napa Public Works office.
