Charters (KJC) Traverse City State Park (TCSP) Improvements - New Headquarter Building & Campground Services, Park Entrance & Circulation Patterns RSVP: PSCs are requested to RSVP by Friday, January 26, 2024, at 5:00 PM if they plan to attend the mandatory pre-proposal meeting and the mandatory walk-through. Please e-mail the DTMB-DCD Project Director, Heather DeKorte, at dekorteh@michigan.gov, with the firm name and each attendee's name, email address and phone number. DTMB Project Director will notify RSVP attendees directly if Pre-proposal meeting/Walk-thru must be rescheduled due to inclement weather. Reschedule information will also be posted to SIGMA for those who choose not to RSVP. LEIN Check: (Department of Corrections ONLY) All contractor / vendor representatives attending Preproposal Walk Through Meeting must submit a Vendor / Contractor LEIN Request form five business days prior to the meeting date (See the attached Vendor/Contractor LEIN Request Form). Send the LEIN Request form, filled and signed, by email to Daniel T. Smith at email address: smithD76@michigan.gov . The email "Subject" must include (facility name, project name, date and time of Pre-Proposal Walk Through Meeting). PROJECT DESCRIPTION/SERVICES REQUESTED On behalf of the Michigan Department of Natural Resources (DNR) Parks and Recreation Division (PRD), the Department of Technology, Management, and Budget (DTMB) is requesting professional architectural and engineering services at the Keith J. Charters Traverse City State Park (TCSP) for the design, bidding, and construction administration of park campground improvements, including demolition of the existing lodge and headquarter buildings, construction of a new headquarter complex south of Mitchell Creek to be accessed by a new road network and new vehicular bridge, a new and expansive sweeping campground entrance/exit access drive, new customer contact station, expanded sanitation pump out station, new trash and recycle station, new overflow parking area, new concession sales area for fire wood and ice, and new pedestrian walkways. This request is to provide Phase 300 Schematic Design, Phase 400 Design Development, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection Services. PROPOSED SCOPE OF WORK Interested Professional Services Contractors (PSC) shall provide a complete PSC Proposal for all required Professional Services for Phase 300 Schematic Design, Phase 400 Design Development, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection Services. Phase 300 schematic design will be based on the Master Plan included as an attachment with this RFP. PSC shall include design and construction administration for the removal of the existing lodge building and headquarter building and the development of all new buildings, headquarter complex, parking, vehicle bridge over Mitchell Creek, park entry redesign and circulation improvements, walkways, and related site work. Designs shall provide for efficient, safe vehicle and pedestrian circulation in the campground along the new road network. All designs must comply with applicable local, state, and federal standards, guidelines, and codes. The PSC team shall secure all necessary local, state, and federal reviews and permits. Existing documents are combined into a single PDF attachment posted to Sigma for this project. The PSC must field verify all existing conditions. PROJECT BACKGROUND Traverse City State Park is located along US 31 North (Munson Avenue). Bisected by the highway, the campground lies to the south of the busy transportation artery while the beachfront day use area extends along the north side on the bay. The park is just three miles east of downtown Traverse City, Michigan, and is popular for "less traditional" camping activities, such as shopping, dining out, agritourism including wine tasting as well as typical summer beach going fun such as swimming, picnicking, and boating. Park Entry The existing park entry is challenging due to limited space resulting in congestion. All customer service facilities are currently located at the entrance into the campground. A new and expansive sweeping campground entrance/exit access drive is necessary to create internal stacking for campers as they arrive and are being processed for check in. The exact location and details for the new entry will need to be coordinated with and meet MDOT requirements for relocated drive location. Customer Support Services The existing lodge building (built in year 1967) and headquarter building (built in year 1949) have served the park needs and have reached they useful life expectancy. These existing buildings will be demolished to make room for new customer support services in the same general location, including internal stacking for arriving vehicles, a new contact station and related vending sales supported from that location, a new sanitation pump out station with capacity twice that of the existing, and a new overflow parking lot for vehicles and/or boat trailers. It is desired to have no net loss of campsites, which may require redesign of effected campsites impacted by proposed layout. Headquarter Complex The construction of a new headquarter complex south of Mitchell Creek will be accessed by a new road network and vehicular bridge. New utilities including municipal water and sanitary, gas and electric will all need to be brought to the new site and may impact the actual location. Site Improvements Relocate main entrance drive from US 131 N campground with possible new traffic signal. New and improved sanitation pump out station (double current capacity) New parking area for 25 vehicle/trailer Supporting pedestrian walkway network (at main entrance only) Access drive, road network and bridge over Mitchell Creek Stormwater management and site drainage improvements. Trash dumpster/ recycle station.
