The Pinellas County Board of County Commissioners on Tuesday approved a bid to build picnic shelters, sports fields, playgrounds, a dog park, trail improvements and restrooms at the park in Lealman. The $10.2 million project will be funded by $7.1 million in American Rescue Plan Act dollars, $1.5 million from Penny for Pinellas and $1.5 million from the Florida Department of Environmental Protection. Lealman, located in unincorporated Pinellas, has seen more investment recently, with a Tesla facility opening in early 2023. Habitat for Humanity of Pinellas and West Pasco Counties is building 12 homes there, and another 86-unit affordable apartment project called Lealman Heights is planned. "What we're doing for the thousands of families that are there now and the hundreds of families that are moving in with the Habitat projects and others is giving them a place to gather, to recreate, to create those family memories," Commissioner Charlie Justice said during a commission meeting. "It's a really big deal." Gibbs & Register Inc. will serve as the project's general contractor. Construction is slated to end in 2026. The price of the park rose 7.8% since the original estimate, but the cost increase won't affect other county projects. "We had seen this coming, so we had budgeted appropriately," said Chris Rose, director of the Pinellas County Office of Management and Budget. The park already features a paved lakeside trail and is known for its birding. It ties into Joe's Creek, which will benefit from a $17 million grant from the Florida Department of Economic Opportunity to restore the creek and add a trail as part of a separate project totaling over $50 million. ______________ Raymond H.
