Site work for a transportation facility in Saint Louis, Missouri. Completed plans call for site work for a runway / taxiway.

The work required for the Project comprises track work at the City of St. Louis, MO Municipal River Terminal (MRT) as required by the attached Contract and the identified Drawings, Technical Specifications and other Bid Documents (collectively the "Contract Documents") All bids shall be submitted pursuant to the terms and conditions in this Invitation and the Instructions to Bidders. The selected Bidder must be a qualified contractor licensed by the City of St. Louis. No questions received after 3:00 PM local time on February 2, 2024, will be given consideration. Q&A page will be updated on or before February 6, 2024. The Authority and City of St. Louis are committed to involving Minority and Women-owned Business Enterprises (MBE/WBE) in meaningful roles (see Section 17 below). In order to be eligible to bid, Bidders must submit complete and acceptable documentation and information as required in these Bid Documents. The Authority does not warrant that a Contract will be awarded based on the submitted bids. The Authority reserves the right to waive non-substantive irregularities in the bidding. No bid shall be withdrawn for a period of ninety (90) calendar days subsequent to the closing date of bids without the express written consent of the Authority. The work which the Contractor shall be required to perform under this Contract shall commence at the time stipulated by the Authority in the Notice to Proceed; all work shall be scheduled and completed no later than June 7, 2024. No less than the minimum wages and salaries, as set forth in Section 16 below, must be paid on this Project. The Contractor shall insure that employees and applicants for employment are not discriminated against because of their race, religion, color, age, national origin or ancestry, familial status, disability, gender, sexual orientation, gender identity or expression, age, or marital status and shall take affirmative action in the employment of lower income residents of the City. Questions regarding any matter pertaining to the performance of the Project or the Bidder's response shall be made in writing to the City of St. Louis Port Authority (hereinafter called the "Authority"), 1520 Market Street, Suite 2000, St. Louis, Missouri 63103, (Attention: Mr. Roland Comfort) or sent by email to comfortr@stlouis-mo.gov City Ordinance 70767 has established goals of 21% African American, 2% Hispanic American, 0.5% Native American, 0.5% Asian American., and 11% Women-owned business enterprise participation. Appendix D contains sample MBE/WBE Submission form.
