Site work and paving for a mixed-use development in Liberty Lake, Washington. Completed plans call for site work for a development; playground / park / athletic field; water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

NATURE OF THE PROJECT: Spokane County is seeking a qualified Contractor to provide all materials, labor, equipment and permitting necessary for the Phase I renovations of Liberty Lake Regional Park. Scope of work generally includes but is not limited to: Park renovations in the northern most portion of the regional park consists of developing a new park entry at Zephyr Road including a new entry monument sign, a kiosk area set up for future installation of a ticketing booth kiosk by parks. There may also be some coordination with another contractor for the Zephyr Road improvements, it is a county public works project soon to be out for bid that will tie into the new park entry. It is anticipated that the construction scheduling for this project would follow substantial completion of the park. The main parking lot improvements include re-grading the existing gravel parking lot, adding new concrete curbing, base rock, asphalt, and stormwater treatment facilities. The main parking lot, listed as an Add Alternate, will have pedestrian connectivity to the beach area using the existing footbridge that passes over a seasonal stream and new mitigation plantings (not in contract). The beach area access will also be ADA accessible, via a new ADA parking lot, loading and drop off doubling as emergency access with a hammerhead turnaround. The parking lot will require retainage of the hillside area with a decorative modular block retaining wall, which will require a contractor deferred submittal for the design of the wall. The parking lot will be used to access the new, large picnic shade structure. The ADA parking lot is also used form maintenance access and pedestrian access the new and expanded dock system, which is not part of this Contract, but may also require some coordination with the Contractor as it is an Owner furnished and installed system. The dock includes several amenities such as an ADA kayak launch, fishing pier, etc. The beach area will contain two small new picnic shade shelters. The scope of work for this project constitutes a public work under state law. Bidders are cautioned to take into consideration statutory legal requirements, particularly, the payment of prevailing wages, payment/performance bonds, reporting requirements for the use of sub-contractors, and sales tax implications in making their bids. NO BIDDER may withdraw his bid after the time set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) calendar days. However, the Board of County Commissioners may reject any or all bids for good cause. BID DEPOSIT REQUIRED. No bid may be considered for public work unless it is accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent (5%) of the amount of the bid proposed including sales tax. The conditions of the obligation are that if the County of Spokane shall make timely award to the successful bidder (Principal) according to the terms of the bid documents; and the Principal shall, within ten (10) days after notice of the award, exclusive of the day of notice, enter into the contract with the County of Spokane and furnishes the contractor's bond (performance and payment bond) in an amount equal to one hundred percent (100%) of the amount of the bid proposed including Washington State Sales Tax then this obligation shall be null and void; otherwise if the Principal fails to enter into the contract and furnish the contractor's bond within ten (10) days after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the County; but in no event will the Principal's liability exceed five percent (5%) of the total amount of the bid proposed. Cash Bid Deposit. If the bid deposit is in "cash" the bid deposit will be in the form of US currency (cash), postal money order, cashier's check, or certified check. Money orders or checks should be made payable to the Spokane County Treasurer. Cash bid deposits of all unsuccessful bidders shall be returned after the contract is awarded and the required contractor's bond and proof of insurance, given by the successful bidder, is accepted by the Board of County Commissioners. Surety Bond Bid Deposit. If the bid deposit is in the form of a surety bond it must be of a corporate surety licensed to do business in the State of Washington accompanied by a completed Bid Deposit Surety Bond Form *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
