The scope of work for the Professional Digester Cleaning Project (Project) includes the removal of liquids and solids, pressure wash, and capture pictures of the inner tank walls of Digester 4, an anaerobic digester tank that is 65 feet in diameter and with a depth of 51 feet. The pictures will be used to assess the inner tank concrete walls for spalling and other damage to be repaired in future work. An iPhone or Android phone 14 or can be used to take the pictures of the inner walls and ceiling. The expected completion date of the Project is 20 consecutive calendar days after receipt of the Notice to Proceed. The City reserves the right to retain all proposals for a period of 60 days after the bid opening date for examination and comparison and to delete any portion of the work from the Contract. The City reserves the right to determine and waive non substantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost, of the work and also its share of the contractor's overhead and profit. The City reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require.
