Renovation of a mixed-use development in Charleston, West Virginia. Conceptual plans call for the renovation of a fire / police facility; and medical facility.

Purpose The City of Charleston is soliciting Expressions of Interest ("EOI" or "Proposals") from qualified individuals/firms to provide architectural engineering design and contract administration services. 1.2. Background The City of Charleston is West Virginia's capital and largest municipality. The city limits span approximately 33 square miles, and it has a resident population of just under 50,000. The system of government is a Strong Mayor/City Council structure. The City Manager is the Chief Administrative Officer for the City and is appointed by the Mayor with approval by the Council. The City of Charleston on behalf of the Charleston Fire Department ("CFD") is seeking a qualified firm to design a central headquarters for CFD to include administrative offices, training and conference rooms, physical and mental wellness facilities, all totaling approximately 10,000-13,000 square feet at a location to be determined. The current plan is for this to be a new build facility, although as locations are examined there is a possibility it will be a complete renovation and reuse of an existing facility. Expectations The successful firm will: o Assess the needs of the facility in consultation with CFD and City officials; o Design the facility with specifications sufficient to put the project out for competitive bidding for the construction phase; o Work with City Manager's office to facilitate bidding process (including participating in any mandatory pre-bid conferences and answering technical questions in accordance with the City's established addendum issuance process); o Make a construction contract award recommendation based on an analysis of received bids; o attend any City Council committee and full Council City Council meeting where the project is an agenda item for discussion; and All questions must be transmitted according to established deadlines to Ms. Jamie Bowles, Purchasing Director, by emailing Jamie.Bowles@cityofcharleston.org.
