The COUNTY has proposed the construction of a supplemental commercial service airport in the Ivanpah Valley, approximately 30 miles south of Harry Reid International Airport (LAS), along the east side of Interstate 15 (I-15), north of the Nevada-California border. The Board of County Commissioners, Clark County, Nevada (through its Department of Aviation) invites firms to submit qualifications to address environmental impact issues that are typically associated with the development and operation of a new airport on an undeveloped or "greenfield" site. The work is to be accomplished in accordance with (a) FAA Orders 1050.1F, Environmental Impacts: Policies and Procedures and 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions; and their respective desk references, along with (b) BLM Handbook H-1790-1, National Environmental Policy Act Handbook and the Department of the Interior Departmental Manual Part 516, National Environmental Policy Act of 1969 and applicable state and local laws and regulations. The selected Respondent will work with the Joint Lead Agencies of both the FAA and the BLM (JLA) to finalize the scope of work for the Project. The term for this contract will be for a three (3) year period, with an option to extend for two (2) one-year periods. Telephone calls regarding this RFQ will not be accepted.
