Balcony Towers Retaining Wall Replacement project located in Kittanning PA. The project consists of the retaining wall removal and replacement at the Housing Authority owned Balcony Towers located in Kittanning, Armstrong County, Pennsylvania. Bids must be on a combined lump-sum basis; separate Bids for individual trades will not be accepted. Project is to be substantially completed within 150 calendar days from the date of the Notice to Proceed. This contract is federally assisted. The Contractor must comply with the Davis-Bacon Act. Document info : A complete set of Bidding Documents may be reviewed and obtained at the office of the Consultant, Stiffler & Associates by appointment at the Indiana Office - Suite 001 Old Borough Hall, 39 N. 7th Street, Indiana, PA 15701. Please call (724) 717-6925 to schedule a time. Bidding Documents are also available at the Hollidaysburg Office - 1731 N. Juniata Street, Hollidaysburg, PA 16648 beginning on January 24, 2024. Only a Contractor obtaining Bid Documents from the Consultant will be considered to be a registered bidder. Payment must be received before documents will be released. The Housing Authority and Consultant assume no responsibility for delay or loss due to mailing. A certified check or bank draft, made payable to the order of "Housing Authority of the County of Armstrong", U.S. Government Bonds, or a satisfactory Bid Security (Bid Bond) executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid, must accompany the Bid in accordance with the Instruction To Bidders. No Bid Surety shall be waived or returned because the Bidder has failed or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. A Bid may not be modified, withdrawn or cancelled by the Bidder within sixty (60) calendar days following the time and date designated for the receipt of Bids, without the written consent of the Housing Authority. The successful Bidder will be required to furnish and pay for an assurance of completion of project in the form of Payment and Performance Bonds, each in the amount of 100% of the Contract Price; a cash escrow in the amount of twenty percent (20%) of the Contract Price; or an irrevocable letter of credit in the amount of twenty-five percent (25%) of the Contract Price. Compliance with Build America, Buy America (BABA) required as applicable. The Housing Authority of the County of Armstrong reserves the right to waive irregularities and to reject Bids.
