The Project consists of constructing of approximately 480 linear feet (LF) of 6-inch and 2,160 LF of 2-inch water mains along Massengill Park Road, 4,800 LF of 8-inch water main along White Top Road, and 1,230 LF of 6-inch along Sycamore Drive in Sullivan County including but not limited to valves, fittings, hydrants, together with miscellaneous civil work shown in the Contract Drawings and required for a complete functioning system. The selected contractor for the project will be solely responsible for the development, implementation and maintenance of stormwater erosion and sediment control best management practices to comply with the Tennessee Department of Environment and Conservation General. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed as a certified company in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. This project includes American Rescue Plan (ARP) funding and is subject to Domestic Preference for Procurements for all iron, aluminum, steel, cement, and other manufactured products used in this project to the extent consistent with law. The Bidder, to the greatest extent practicable, shall provide a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States. The following waivers apply to this Contract: No bid may be withdrawn within 60 calendar days after the scheduled time for receipt of bids. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed, delivered or otherwise issued to all parties recorded by Engineer as having received the Bidding Documents.
