Reference Number AB-2024-00718 This is a Request for Proposal and not an Invitation to Tender. Alberta Transportation and Economic Corridors reserves the right to: a) Request clarification from the Contractor on a proposal at any time during the evaluation process. b) Accept a proposal without negotiation. c) Reject a proposal without negotiation d) Negotiate changes in the Technical or Financial content of the successful proposal. No payment will be made by Alberta Transportation and Economic Corridors for costs incurred in the preparation or submission of this proposal. Selection of the Consultant will be based on the best overall value to Alberta Transportation and Economic Corridors and not necessarily the lowest cost estimate. Any specific reference to the 'Consultant' that will provide Level 1 inspection services will be referred to as the 'Level 1 BIM Inspection Consultant' within subsequent sections of this Terms of Reference (TOR). Any reference to "Municipalities" includes towns, villages, summer villages, counties, municipal districts, irrigation districts, specialized municipalities, special areas and Métis Settlements. For all bridge structures and watercourse training structures under the management of the Department and all major bridges under the management of Municipalities, the Consultant shall complete Level 1 inspections within the assigned District(s) in accordance with the Department's Bridge Inspection and Maintenance (BIM) System Inspection Manual and any other Department's policies, procedures, and guidelines related to bridge inspection and maintenance. The most current version of these documents shall be followed at the time of inspection. The Department will provide notification of changes to these documents. In addition to completing the Level 1 Inspections, the Department may ask the Consultant to complete some Level 2 inspections, including Culvert Barrel Measurements, Vertical Clearance Measurements, and Timber Coring, in accordance with the Department' Bridge Inspection and Maintenance (BIM) System Inspection Manual - Level 2, and any other Department's policies, procedures, and guidelines related to bridge inspection and maintenance. The most current version of these documents shall be followed at the time of inspection. The Department will provide notification of changes to these documents. The Operational Details and Guidelines outlined in Appendix A - Operational Details and Guidelines, of this Terms of Reference (TOR) shall be followed. The term of these Level 1 BIM Inspection Service Agreement(s) will expire on April 30, 2027.
