For furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the UV Disinfection Upgrade project located within the Midway Sewer District's Des Moines Creek Treatment Plant at 1200 S. 216th St. Des Moines, WA. This project includes demolition of existing ultraviolet (UV) disinfection equipment from two channels: removal of electrical and control panels and associated wiring: removal of two existing manual gates; removal of actuators on four existing gates; structural modifications at the UV channels; installation of new UV equipment in the channels; addition of motorized weir gates; addition of power distribution equipment and cable trays for routing cables and hydraulic lines; installation of control panels; addition of uninterruptible pow'er supply (UPS) units; addition of two new manual slide gates and new motorized actuators on four existing gates; and integration of the new UV system with existing supervisory control and data acquisition (SCADA) and replacement of existing SCADA UV system programmable logic controller (PLC) programming and humanmachine interface (HMI) graphic screens with new PLC programming and screen(s) for the new UV system. The Contractor will have 321 working days (from the Notice to Proceed date) to substantially complete the work in compliance with all applicable laws and regulations. Physical construction work at the Site shall be limited by Notice to Commence Construction per Specification 01 12 16. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the District Manager, District Office, Kent, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. Neither the District nor Engineer will sell bid packages. The Prebid meeting will consist of two parts --- a meeting at the District's offices and a walkthrough at the treatment plant site. Both parts of the meeting are mandatory. All prospective bidder questions shall be expressed. The District, intends to respond to all valid and relevant bidder questions by a single addendum issued on or shortly after January 30th, 2024. Any bidder questions received after the above cut off date and time will not he considered or responded to. Prospective bidders may investigate the site prior to submitting bids. Absolutely no unauthorized visits or unscheduled visits are allowed. Financing of the Project has been provided by Midway Sewer District. Washington. The Midway Sewer District expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the District.
