The scope of the Project consists of the design and construction of a new Central Kitchen facility located in Wahiawa, Oahu, Hawaii. This solicitation is for the qualifications phase (Phase I) of the Design-Build of the Central Kitchen- North Central Project. The Project is to design and construct a Central Kitchen facility, including all associated on-site improvements and connection to utilities and storm drainage, required for the Project. This Project is to be a turn-key Project to the DOE, that is complete, usable, and a fully operational facility. The estimated Design-Build Budget for the Project is $28,000,000.00. The Central Kitchen Project will consist of an approximately 18,000 s.f. single story building with surface parking. A complete and fully operational Central Kitchen facility will include: 1. Space and equipment for meal preparation, cooking, and assembly 2. Dry and cold storage (including freezers) 3. Loading dock for inbound and outbound ingredients and meals 4. All equipment required for a fully functioning and operational facility 5. Office space, locker rooms, and restrooms for staff and visitors 6. Mechanical and electrical services spaces The State of Hawaii, DOE, Office of School Facilities and Support Services, Facilities Development Branch, is requesting Responses to this RFQ from qualified applicants (Offerors) to provide comprehensive design-build services for the design and construction of the Central Kitchen- North Central Project. The purpose of this request is to pre-qualify a Priority List of Offerors who will compete in a two-phase best value selection process for the design-build services . Additionally, DOE encourages the use of the Design-Build Institute of America (DBIA) Best Practices methods of design and construction. This is a two-phase competitive procurement. This first phase is the RFQ for DBE's. The subsequent second Phase II will be a RFP, available only to the three (3) selected Priority List Offerors. Site improvements will include, but are not limited to, utilities, vehicular access, noise control, parking, accessible pedestrian access, landscaping improvements and security. The selected DBE must design and construct the Project according to the design criteria and programming to be provided by the DOE with issuance of the Phase II RFP. The design criteria and programming will include diagrammatic plans and performance-based requirements. The Offerors will use the provided plans and specifications as a guide for their own unique designs. The basic programming may not be changed.
