The City of Grand Forks (City) is soliciting interest and qualifications from an architectural design firm to partner with Barker Rinker Seacat Architecture (BRS) and Water Technology Inc. (WTI) for project management, design, and contract administration of the new Altru Indoor Sports and Aquatic Complex (AISAC). Project and budget management, client and stakeholder management, planning, design, documentation, and contract administration will all be a shared effort among the selected AOR and partnering firms. The role of the selected architectural design partnering firm will be the AOR and will contract directly with the City. BRS's sub consultant role will be the recreation design architect and WTI's sub consultant role will be the aquatic design expert. Additional required design consultants and local engineering firms will be mutually assembled by the selected AOR into the collective project team with input from the current project partners. Final contract negotiations with the City will begin following the identification of this team. The City will lead the project process with the support from the project partners and stakeholders, it is the City's goal that the AOR will play an active, collaborative, and engaging role within all phases of the project. A summary of the major elements that will be included in the shared scope of services include (but not limited to): Project Scoping and Design Proposal Collaboration o Facility Program and Scope Confirmation o Project, Budget, Schedule & Client Process Management o Client and Stakeholder Input Management o CMAR Interview and Selection o Design, Planning & Project Specification Development o Construction, Permitting & Bidding Documents Creation o Agency, Jurisdiction & Developmental Services Meetings, Review and Submittals o City Council, Park Board, and Development Meetings Attendance and Presentations as Required o Engineering & Specialty Design Consultant Coordination and Management o Construction Observation and Administration o Project Closeout & Commissioning Support. Notice to Proceed April 2024 All costs associated with proposal preparation shall be borne by the proposer. The City reserves the right to reject any and/or all proposals. Submissions shall abide by the following requirements: Maximum 30-page limit inclusive of covers, dividers, cover letters, resumes, required forms, etc. 8.5" x 11" page size (equivalent to 1 page). Paper larger than letter size is accepted, but will count double (i.e., an 11x17 sheet will count as 2 letter-size pages). The method of Contractor Selection has not been Determined at this time.
