Site work and paving for a mixed-use development in Smethport, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The Contractor shall furnish all labor, material, equipment and services and perform and complete all work required for Concrete Sidewalk and Curb Replacement Project in strict accordance with the specification for Concrete Sidewalk and Curb Replacement Project and the drawings referred to therein, all as prepared by EADS Architects, Inc., dated January 2024 which said Specifications, Addendum and Drawings are incorporated herein by reference and made part hereof The Project consists of a Concrete Sidewalk and Curb Replacement Project for the McKean County Housing Authority (MCHA) at multiple locations in Kane, Mt. Jewett, Port Allegeny, Eldred, Smethport, Lewis Run and Bradford, as shown on Contract Documents prepared by EADS Architects, Inc. dated January 2024. This project will be bid as one prime contract. The Work consists of (but is not necessarily limited to) the following work items: Demolition of existing concrete walks, curbs, ramps, driveways, ramp foundations, bituminous pavement and construction of new concrete walks, curbs, ramps, driveways, ramp foundations, and bituminous pavement in accordance with the Contract Documents and permits as may be required from some or all of the municipalities where work is to be performed. All bids shall conform to the Contract Documents prepared by EADS Architects, Inc., 450 Aberdeen Drive, Somerset, PA 15501 and dated January 2024. Contractors may obtain same from the Architect Monday through Friday between the hours of 8:00 AM and 5:00 PM All addenda, if applicable, will be issued electronically. Checks are to be made payable to EADS Architects, Inc. All Contractors submitting a bid for this project must purchase the documents in order to be registered to receive addenda and notices. Questions are to be submitted in writing to Cody Kiser at EADS Architects, Inc. or by email to ckiser@eadsqroup.com with copy to clong@eadsgroup.com. Each bid shall be accompanied by a bid bond, cashiers check or certified check made payable to McKean County Housing Authority in an amount equal to ten percent (10%) of the base bid. No Bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. In the event the Contract cannot be awarded within the specified period, a time extension may be granted by mutual agreement between the Owner and the selected Bidders. The Housing Authority reserves the right to reject any and all bids and/or portions thereof, or to waive any informalities in the bidding. Attention is called to all Bidders that all applicable Equal Employment Opportunity requirements for federally assisted construction contracts must be complied with. This includes strict compliance with Executive Order 11246, Executive Order 11625, Minority Business Enterprise, Executive Order 12138, Women Business Enterprise, Section 3 of the Housing and Urban Development Act of 1968, Civil Rights Act of 1964, and Minority Business Participation, HUD Wage Rate Determination. Prevailing wages will apply to all portions of this project and current wage rates are included in the project manual. McKean County Housing Authority reserves the right to accept or reject any or all proposals or to waive any informalities in the bidding, and to withhold Contract award for a period of up to sixty (60) days. Notice is hereby given that this is a Section 3 covered project and that the McKean County Area has been defined as a Section 3 area. McKean County Housing Authority promotes the utilization of business concerns which are located in or owned in substantial part by persons residing in the Section 3 area and promotes job training and employment opportunities for qualified, lower income, Section 3 area residents.
