As of April 3, 2024, the owner is in the process of selecting a construction manager at risk. With the adoption of the FY23-24 City budget, the Council of the City of Edgewater ("City") approved the construction of Phase I of a new Public Works Facility. The construction of this facility will improve the services the City provides to its stakeholders. Further, this facility will be crucial in continuing to meet the needs of our growing community, delivering essential services efficiently, and promoting sustainability. The City contracted with Schenkel Shultz Architecture as the Design Professional (DP) to design 100% plans and secure the needed permits for the facility's site development and construction. FDEP permit applications have been submitted for the construction of a domestic wastewater collection/transmission system and a State 404 Program Permit. The City is looking for a skilled and committed Construction Management/General Contracting Services (CM/GC) firm to help achieve this ambitious project goal. This partnership will play a critical role in overseeing the project from start to finish, prioritizing quality, safety, and cost management at each construction phase. The Construction Manager will confirm all subcontractors have secured all the necessary construction and development permits during the project's construction phase. The purpose of this qualification-based solicitation (RFQ) is to select the most appropriate firm(s) to provide the requested services within the City's established budget. It is anticipated that one (1) firm will be awarded a basic contract to provide the necessary Part A, Pre-Construction Phase Services Contract, and a Part B, Construction Phase Services Contract, for twenty-four (24) months or until project completion, whichever occurs later, exercisable at the option of the City. It should be emphasized that the award of Part A-Pre-Construction Services does not guarantee the provision of Part B-Construction Services. Given the phased nature of the project, separate City Council actions will be required for both Part A and Part B. Background The City is seeking to construct a new Public Works Facility on vacant city-owned land located north of Dale Street and west of the ParkTowne Industrial Center in the City of Edgewater, Florida. The scope of this project is to construct Phase I of a multi-phased project to construct a new Public Works Facility. Phase I of the facility will be used for transitioning the City's fleet and fueling operations, as well as the new staging location for the Public Works and Environmental Services Department Administrative Divisions. The scope of work under this solicitation shall include Construction Management/General Contracting Services (CM/GC) by a licensed general contractor for the construction of Phase I of the new facility and related site improvements. Site development includes onsite utilities, paving, grading, and drainage. Construction of Phase I will include approximately 7,500 sq. ft. of administration building, approximately 16,000 sq. ft. of fleet maintenance building, fuel tanks, and a vehicle fueling site. The site will also have 6.49 acres of asphalt parking and driveways, which includes 78 parking spots. The project is planned to be constructed under a CM/GC delivery method with a construction duration of twenty-four (24) months. Phase II is considered to bring the future site buildout, as designed. The facility at buildout is anticipated to contain an additional 33,000 sq. ft. of administration building, an 11,300 sq. ft. warehouse, and a 2,400 sq. ft. wash building. If the City's savings are realized through Part A Preconstruction of this scope, additional items, systems, or functional portions beyond the scope of Phase I will be pursued. This includes elements of the Phase 2 Construction buildout. The City intends to invest all funds available in the most functional facility possible towards full buildout.
