DEADLINE FOR QUESTIONS: May 28, 2024 All questions related to this RFP shall be submitted in writing through the ProcureNow Question/Answer Tab via the City's e-Procurement portal. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. The City of Edgewater has been selected to participate in the Small Cities CDBG Program. The City will use $750,000 awarded under the Neighborhood Revitalization category of the FFY 2021 and FFY 2022 Small Cities Community Development Block Grant Program to rehabilitate Sanitary Sewer Lines and Manholes. The project will rehabilitate 7,650 linear feet (LF) of sanitary sewer lines and 28 manholes via trenchless methods, relining within the existing pipes and structures. The boundaries of the service area are the households on the southern side of Park Avenue on the North, Connecticut Avenue and the northern side of Edgewater Elementary school on the South, the Florida East Coast Railroad on the West, and Ridgewood Avenue (US 1) on the East; all within the City of Edgewater. The City of Edgewater has issued this Request for Proposal (hereinafter, "RFP") with the sole purpose and intent of obtaining proposals from qualified and licensed firms for CDBG Grant Administrative Services for the Sewer Lining Project. The awarded firm must meet or exceed all terms, conditions, and specifications of the City of Edgewater. The successful proposer will hereinafter be referred to as the "Contractor." If awarded, a contract to provide these services will be effective on the date contract is approved by the City of Edgewater, City Council (hereinafter, the "Council"), signed by all required parties, and filed with the City Clerk. As is more fully explained in "Instruction for Proposal - Proposal Evaluation Committee and Evaluation Factors" of this RFP, an award, if made, will be made to the best overall proposer(s) whose proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. The City will not use any other factors or criteria in the evaluation of the proposals received. Background The City serves an area of 24.83 square miles with a population of approximately 24,334. The City's fiscal year begins on October 1st and ends on September 30th. The Finance Department maintains the funds and accounts of the City. The Finance Department is responsible for the custody and accounting of funds of each department. More detailed information on the government and its finances can be found in the City of Edgewater's Comprehensive Annual Financial Report for the fiscal year 2023 and in the City's Annual Budget for the fiscal year 2024. The City of Edgewater seeks to establish a contract for a qualified firm to provide Grant Administrative Services - Rehabilitation of Sanitary Sewer Lines and Manholes (CDBG 23DB-N33). The firm awarded the contract shall be paid on a flat fee basis and be responsible for reviewing existing policies to ensure grant compliance, developing new policies that are required as part of the grant contracting process, preparing environmental review(s), coordination with all funding agencies, coordination with all agency contact(s), coordinating the drawdown of program funds, tracking and managing program funds in compliance with program guidelines and acceptable accounting practices, providing all required reports and technical assistance, coordinating and attending all Department of Commerce monitoring visits, preparing all desktop monitoring packages for review and approval by the City prior to submission to Department of Commerce, preparing the grant close-out package, ensuring Davis Bacon and other federal and state record-keeping requirements are met, reviewing change orders and pay requests for compliance with grant requirements, attendance at all pre-bid and pre-construction conferences and providing the engineer managing the project with developmental support for the project. Developmental support shall include but not be limited to, providing the project engineer, just prior to bidding, with a current list of state-approved WBE/MBE firms and the wage decision(s) for the project. Procurement and contracting for all services shall conform to CDBG guidelines as well as the state and federal regulations including 2 CFR, Part 200. All records shall be maintained in accordance with state and federal CDBG requirements. Additional services may be requested of the selected consultant on an ongoing basis to research, make an application for funding, and manage awarded projects from other public grant or loan sources at the discretion of the City Council,. The City of Edgewater currently does not havean active contract with any firm for this type of service. The following information outline the products and services that the City of Edgewater expects to receive from a qualified firm as a subject matter expert. This project is funded by a State of Florida, Department of Commerce Small Cities Community Development Block Grant and US Department of Housing and Urban Development (HUD) Grant. Proposers must meet all Funding Source requirements. The firm awarded this contract must meet or exceed all terms, conditions and specifications of the City of Edgewater. The successful proposer will hereinafter be referred to as the "Contractor".
