Renovation of an educational facility in Minneapolis, Minnesota. Completed plans call for the renovation of a educational facility.

Design-Build Services for replacement of a foam suppression system in the Thompson Center, located on the east bank of the Twin Cities campus. Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements. Respondents are prohibited from contacting the identified department about this RFP while in process. Before submitting questions about the rfp via the questions tab, read and review the rfx instructions, requirements, and rights reserved by the university document and all attributes in the attributes tab. These provide valuable information and address frequently asked questions. Remember to submit your response, including attachments, early to allow time to correct errors. The submission deadline is a hard close. The system will reject responses with errors and will not allow late submissions. The Board of Regents of the University of Minnesota (the "University") is requesting Proposals to provide design-build services for replacement of a foam suppression system in the Thompson Center, located on the east bank of the Twin Cities campus (the "Project"). The Thompson Center for Environmental Management is a facility that is a permitted hazardous waste storage and processing center for the University. The primary services performed at the DEHS Regulated Divion includes chemical waste, laboratory cleanouts, laboratory moves, and shipping hazardous materials. Due to the nature and the use of the facility, the fire suppression system has been designed as an Alcohol Resistant Aqueous Film-Foaming Foam (AR-AFFF) system. The existing system has an old obsolete Ansul AR-AFFF foam concentrate pump system. This system includes a positive displacement AR-AFFF foam pump skid with IBP proportioner and 1,000 gallon capacity atmospheric foam tank. The foam system is connected to one (1) single-interlock preaction foam/water sprinkler system. The preaction system provides foam/water solution protection for five (5) completely independent hazard areas, which are totally fire separated from each other and from adjacent areas. The existing AR-AFFF foam concentrate is still available, but will be out of production for all AFFF manufacturers in less than a year. The AFFF foam concentrates contain Fluorine and per- and polyfluoroalkyl substances ( PFAS) Forever Chemicals, which are being outlawed by the State of Minnesota and Federal EPA. The new Fluorine-Free/PFAS-Free SFFF foam concentrates are now on the market, which can be used to replace existing AFFF foam systems. The University seeks the services of a Design-Builder team that will also include a certified Fire suppression Designer/Engineer to redesign the fire suppression replacement foam system at the Thompson center in light of the fire suppression PFAS system that is being outlawed and in accordance with existing applicable current codes. The University has established a construction budget for the Cost of the Work in the amount of $700,000 (current dollars, no escalation). Deadline for RFP Questions February 16, 2024 at Noon Questions regarding this RFx shall be submitted through the MBid sourcing tool. The University requires the Project to be substantially complete by no later than November 20, 2024. DD and GMP to be completed by June 27, 2024
