All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541330, Engineering Services, and the small business size standard is $25.5 million. Potential Offerors must be registered in the System for Award Management (SAM) (See Internet site https://beta.sam.gov/) and VetCert (See Internet site: https://veterans.certify@sba.gov) to be eligible for an award. Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services The VA contemplates soliciting a Fixed Price Single Award Task Order Contract (SATOC) Architect-Engineer Design Contract titled "Modernize Heating Ventilation and Air Conditioning (HVAC) in Buildings 100 and 101" which will incorporate the update of HVAC systems in multiple task order projects. Potential A/E firms shall provide services that include development of schematic, design development and construction drawings as necessary for the project, construction period services for all design leading to construction, cost estimate(s), schedule(s), digital models to communicate concepts to users, physical space mockups, and preparation of statement of work (SOW). A/E shall prepare site and architectural block or line plans, magnitude cost estimates, analytical, investigative and certification services & reports, attend site visits, validation of clinical program workloads and related data (VA provided or other healthcare market analysis) as necessary to provide applicable design and construction solutions. EXECUTIVE SUMMARY: Architect-Engineer ("AE") shall provide a complete design to upgrade and modernize air-side HVAC systems serving Buildings 100 and 101, which are the main hospital and administration buildings on the Veterans Affairs Palo Alto Healthcare System (VAPAHCS) main campus in Palo Alto, California. These buildings opened in 1997 and the HVAC systems, equipment, and controls are largely original and approaching the end of their useful lives. Buildings 100 and 101 are served by twenty-four (24) HVAC systems and approximately 1,050 variable air volume boxes (VAVs), 230 exhaust air valves (EAVs), and 80 exhaust fans. The air-handling units and exhaust fans are in poor condition and in need of replacement. Most of the VAV boxes and EAVs have pneumatic controls that need to be upgraded to direct-digital controls (DDC). The proposed project is further detailed under this Statement of Work. (Hereinafter referred to as the "Project".) PROJECT SCHEDULE: Investigation and Design for the project shall be completed within three hundred sixty-five (365) calendar days from the issuance of the Government's Notice to Proceed ("NTP"). The AE shall study the site, field conditions, design requirements, and conform the scope of the project to meet the construction budget.
