The owner has selected a Construction Manager. RFP Questions and Clarification Due Date: February 22, 2024, 5:00pm Project Overview The "Work" consists of providing CM services for the WWTF Headworks Rehabilitation project as described below: The work covered under this contract will be performed at the City Headworks System at the Santa Cruz Wastewater Treatment Facility, located at 110 California Street, Santa Cruz, California. The City headworks system begins at the headworks vault where the 54-inch diameter and 30-inch diameter gravity sewer lines from the east side of the City and the 42-inch diameter line from the west side of the City junction. Raw sewerage enter at the headworks vault are combined and conveyed to the influent box along with the septage flow. The influent box also receives flow from a 21-inch diameter plant return flow line and a 24-inch diameter storm drain. Combined flow is screened by the motorized bar screens and then pumped to the downstream treatment system by the influent pump station (IPS). The IPS is comprised of a sloped wet well and six horizontally mounted dry-pit centrifugal pumps where the headworks system ends. The construction project includes rehabilitation of the WWTF's Headworks Infrastructure including, but not necessarily limited to the following items: 1. Set up, operate, and maintain a temporary bypass system to isolate structures and equipment for rehabilitation work. 2. Perform site investigation, surveying, and exploratory excavation to strategy bypass. 3. Rehabilitation of the headworks vault, headwork box, influent box and 60" influent piping connecting the headworks vault and influent box. These concrete structures have internal corrosion damage that requires cleaning, rebuilding, and a corrosion protection coating. 4. Rehabilitation of meter vault, screens wet well and channels, and the IPS wet well includes but is not limited to cleaning, rebuilding, and adding corrosion protection on the concrete surfaces. The screens wet well, channels, and IPS wet well are located at bottom level of the IPS. 5. Demolition and replacement of the plant influent gate located at the influent box and channel slide gates located at the bottom level of the IPS. 6. Demolition and replacement of the IPS pumps suction pipe wall penetrations. 7. Demolition and replacement of two IPS pumps and motors (Pump 1 and Pump 6) and addition of soft starters. 8. Salvage and reinstall items in relation to the demolition work. 9. Provide new fiberglass cover for channels and wetwell. 10. Upgrades of the IPS ventilation system at the lower level (Screen Room) of the IPS. 11. Remove existing paint and repaint the bottom level of the IPS (Screen Room). 12. Demolish the existing septage receiving building and stations. 13. Upgrade of the existing septage receiving station including prefabricated metal building, receiving station and integrate to existing control/billing system. 14. Furnish, install, and operate/maintain a temporary septage receiving station throughout the duration of the construction. 15. Clean the 42" sewer line from the temporary septage receiving station to the entry point of the headworks vault. Contractor shall dispose debris, solids, sludge from cleaning to landfill. 16. Replacement of conduits and wire for equipment and instruments in the IPS bottom level (Screen Room) and mezzanine level (Pump Room). 17. Replacement of conduits and wire for equipment and instruments in the septage receiving area. 18. Installation of radar level instruments at the IPS wetwell. 19. Replacement of lighting with LED fixtures and 120V receptacles at the IPS. 20. Replacement one light pole and fixtures with two light poles and fixtures at the septage receiving area. The construction contract is estimated to be $16 million. Majority of Construction: April 2025 to July 2026 Substantial Completion: October 2026
