Site work for a water / sewer project in Columbia, South Carolina. Completed plans call for site work for a water / sewer project.
The project consists of reconstruction and repair of a storm damaged canal adjacent to the Granby Park in Columbia, SC. The physical address is 100 Catawba Circle, Columbia, SC 29201 and the contractor will have access to the site via that address. The work includes striping of topsoil and stockpiling for future use in this project; grading the canal to repair damaged places; general repair of wash areas indicated on the plans; installation of erosion control devices including silt fence, rip rap, settling and headwater basins, rock filter dams; relocation of existing trails and concrete sidewalks; installation of soil reinforcement turf matting; construction of a 15'x5' drop precast structure; construction of a 10x10' concrete junction structure with a type 9 top; installation of a precast hydraulic control structure; and installation of new rip rap emergency spillway. Scope of Work: This project consists of re-routing the existing storm drainage within Granby Park in order to prevent the continued erosion of a remaining portion of historic masonry canal wall. Grading, sediment and tree removal will be conducted with great care under the guidance of an archaeological monitor. A large storm drainage outfall structure will also be constructed and integrated into the park. Work called for by these specifications consists of furnishing all labor, equipment, materials and appurtenances required to perform all operations outlined in the construction documents. The City of Columbia requires every person engaged or intending to engage in any calling, business, occupation or profession in whole or in part within the limits of the city to pay an annual license fee and obtain a business license as provided in the ordinance. Last Day for Questions February 23, 2024 at 12:00 P.M. ET. Any clarification of assumptions and/or exceptions to the terms, conditions, provisions, and requirements, etc., must be submitted in writing to the City and must be received prior to February 23, 2024 at 12:00 P.M. ET, which is the last day/time for all questions, clarifications and requests for the City to further elaborate on any part of the IFB. Owner and Contractor recognize that time is of the essence of this Contract and that Owner will suffer financial loss if the Work is not completed within the Contract Time (and specific milestones). They also recognize the delays, expense and difficulties involved in proving, in a legal proceeding, the actual loss suffered by Owner if the Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty) Contractor shall pay Owner Three Hundred Fifty Dollars and Zero Cents ($350.00) per day for each calendar day of delay until the Work is complete as determined for both periods of substantial completion and final completion. The City has implemented an overall citywide 15% goal to encourage socially and economically disadvantaged business participation Each bid shall be accompanied by a bid bond using the form contained in the Invitation for Bid and executed by a bonding company duly authorized and licensed to do business in the State of South Carolina, or by a certified check payable to the order of The City of Columbia, and drawn upon a national bank or a bank and trust company doing business in the State of South Carolina, in an amount equal to five (5%) percent of the amount of the bid, to guarantee that the successful Bidder will, within ten (10) days from the date of the notice of award of contract, enter into a contract with the Owner, and execute to said Owner a Performance and Payment bond, the contract and bond to be in the form set forth in the contract, bond and specifications referred to in the Advertisement for Bids. WITHDRAWAL OF BIDS - Bids may be withdrawn on written or telegraphic request received from Bidders prior to the time fixed for opening. Negligence on the part of the Bidder in preparing the bid confers no right for the withdrawal of the bid after it has been opened.
