Pierce County is seeking proposals from interested local historic architectural material salvage or recycle organizations and companies to voluntarily salvage select material(s) from the House of Tomorrow, a single-family residence. All salvage activities are to be at no cost to Pierce County, the Federal Emergency Management Agency, and the Washington Emergency Management Division. One goal is for the selected organization or company to preserve, recycle, and/or re-purpose as much of the materials from the house structure and property as possible. Another goal is to reduce the amount of waste material hauled to the landfill. Washington State Department of Archaeology and Historic Preservation has determined the house structure to be eligible as historically significant. However, the house structure is not on the National Register of Historic Places nor the Pierce County Register of Historic Places. The selected Organizations and/or Companies will be required to execute a Right of Entry (ROE) Agreement and provide insurance before the County issues a notice to proceed to commence the voluntary salvage work. The highest-scored and ranked Organization or Company will have ten business days to complete the Right of Entry Agreement and provide the required insurance. Once complete, and the Notice to Proceed is provided, all voluntary salvage work must be completed within five days. After five business days, the second highest scored and ranked Organization or Company will have the same timeline as above to complete activities to voluntarily salvage remaining items of interest. Subsequent ranked Organization or Company will continue with this timeline to voluntarily salvage any remaining items of interest. This scenario presumes multiple Organizations or Companies are selected for the voluntary salvage work. Each Organization and/or Company will provide the County with a list of materials and/or features (including quantities) that were salvaged from the house structure within three business days of completing their voluntary salvage work. Question Submission Deadline February 12, 2024, 4:00pm The County reserves the right to accept or reject any or all submitted bids, to waive as informalities any irregularities, and to contract as the best interest of the County may require. The County may reject bids that are non-responsive or that are submitted by non-responsible contractors.
