Demolition, site work, renovation and addition to a municipal facility in Rosemount, Minnesota. Design plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.

As of December 16, 2024, per owner, a design team has been identified. The project has worked through preliminary design and has now changed scope. No timeline or updated budget is available at this time. Dakota County is seeking proposals for professional design services for the Dakota County Empire Campus Maintenance Facilities Development project. Deadline for Questions to County PM 02-12-24 by 3:00 pm Questions Answered/RFP Addendum Issued 02-14-24 by 12:00 pm Project Description: The 2024-2028 Facilities Capital Improvement Program includes a project to expand the existing cold storage building at the Empire Campus. Additional cold storage space is necessary to meet growing needs of the County's various departments. However, the County has become aware of additional staff space and department storage needs since the last program confirmation efforts. For this reason, the County intends to confirm the programmatic needs for these various departments for the short-term and long-term, including anticipated growth, to make sure that we put our efforts towards the best long-term solutions. The narrow scope of the cold storage building expansion will be expanded to include exploring the broader work at the Empire Campus through the schematic design level. The intent with this project effort is to reconfirm the programmatic needs for the County's staff, fleet maintenance and equipment storage facilities for the Transportation, Fleet Management, Facilities Maintenance and Sheriff's Departments. This anticipates closing the existing Hastings Maintenance Shop and the existing Farmington Maintenance Shop and relocating those needs to the Empire Campus. This also anticipates co-locating all Transportation staff at the Empire Campus, who are currently spread out between the Hastings and Farmington Maintenance shops, the Western Service Center and Empire Campus. This project work will also include developing space for staff and equipment storage to support a third Facilities Maintenance Grounds region. Lastly this project work will explore options to relocate Facilities Maintenance staff from the Dakota County Communications Center (DCC) to another location at the Empire Campus. Once these various programmatic needs have been confirmed and quantified, concept options to meet these needs will be developed. One concept option will be selected and then developed through the schematic design phase. Development of the preferred concept option will include the timing of construction and cost estimates projected out through the estimated timeline for completion. This information will be presented to the County Board as an alternative to the previously developed option to construct a new South Maintenance Shop. Work efforts following the presentation of the project schematic design will depend on the direction provided by the County Board. This may include completion of the project, including the remaining project design phases, bidding, construction administration and project close out, or project work may stop. Project Budget: Current construction estimates for the work identified to date at the Empire Campus totals $14,000,000. This construction budget includes the general contractor's costs expected on the day the bids are opened but does not include soft costs (design and other professional services, fees, permits, FF&E, etc.). Project Close Out Mar 2026 County Rights: The County may investigate the qualifications of any consultant under consideration, require confirmation of information furnished by the consultant, and require additional evidence of qualifications, to perform the work described in this RFP. The County reserves the right to: a) Reject any or all proposals if such action is in the public interest; b) Cancel the entire Request for Proposals; c) Issue a subsequent Request for Proposals; d) Remedy technical errors in the Request for Proposal process; e) Appoint evaluation committees to review the proposals; f) Establish a short list of consultants for interview after evaluation of proposals; g) Negotiate with any, all, or none of the RFP consultants; and h) Reject and replace one or more subconsultants. The method of Contractor Selection has not been Determined at this time.
