Renovation of a fire / police facility in College Park, Georgia. Completed plans call for the renovation of a fire / police facility.

Qualified, licensed and insured contractors to provide a bid to replace two (2) heating, ventilation and air conditioning (HVAC) rooftop units (RTU) at the Emergency Complex (Police Department). The Proposer shall include in its proposal a thorough assessment of the existing systems for the purposes of replacing two (2) units and existing ductwork, power lines, connections, etc. for the rooftop units(RTU) #4 and rooftop units(RTU) #6. The preferred new units can be either a Carrier, Johnson Controls or Trane or equivalent and include a warranty. All work is to be performed in accordance with manufactures specifications, industry standards, best work practices. All work is to be performed by skilled and qualified workmen in best practices of the trade and in compliance with building regulations and or government laws, statues and ordinances and the included mold remediation protocol. Contractor is responsible for any and all permits/inspections required by the City. The Contractor shall: 1. Provide crane & rigging to remove old RTU #4 and RTU #6 and lift new units to roof top. 2. Demo existing RTU #4 and RTU #6 and furnish flatbed truck to dispose of per EPA regulations. 3. Isolate electrical power to existing RTU #4 and RTU #6 and lock-out at breaker. 4. Reclaim existing refrigerant, if any, and dispose of per EPA regulations for existing RTU #4 and RTU #6. 5. Contractor to remove and re-install original DDC controller in new RTU #4 and RTU #6 units and terminate connections as required. 6. Furnish and install one (1) new 30-ton RTU to replace existing RTU #4 unit: a. Include one (1) new 600V/100A fused electrical disconnect and (3) 100A fuses and reconnect power supply to new RTU. b. Include packaged DX cooling, electric heat, powered exhaust, economizer, hail guards, unit stands, recommended air filter(s) and curb adapter. c. Include new PVC condensate trap and drain line and tie-in to new RTU. 7. Furnish and install one (1) new 17.5-ton RTU to replace existing RTU #6 unit: a. Include one (1) new 600V/100A fused electrical disconnect and (3) 70A fuses and reconnect power supply to new RTU. b. Include packaged DX cooling, electric heat, powered exhaust, economizer, hail guards, unit stands, recommended air filter(s) and curb adapter. c. Include new PVC condensate trap and drain line and tie-in to new RTU d. Provide controls vendor to remove and re-install original DDC controller innew RTU and terminate connections as required. 8. Contractor to provide open BACnet controllers for new RTU #4 and RTU #6 units as follows: 9. The controller will be communications to the front-end programming and graphics via recommended new Bacnet communication trunk that is non- proprietary. 10. Provide eBMNGR-2 as the Bacnet router to the City's network. 11. The new RTU #4 and RTU #6 unit graphics shall be on the Niagara 4.0 Control platform. 12. Remove the existing DDC controller and install recommended new DELTA BACnet controller on the new RTU #4 and RTU #6 units. 13. Provide interface to the new RTU #4 and RTU #6 unit BACnet interface card including programming and updated graphics. 14. Restore electrical power, provide factory start-up of new unit and verify proper operation. 15. Clean up work area daily and upon completion of project. Question Deadline: 02/27/2024 at 12:00 PM ET, Question, Answer and Clarification Deadline (Email wmoody@collegeparkga.com) Each bid must be accompanied by a bid bond, when required, on a surety company's standard bid bond form acceptable to the City in an amount no less than 5% of the amount bid. The successful bidder will be required to furnish a performance bond and/or payment bond, on or before the issuance of Notice to Proceed, each for 100% of the Contract Amount. All minority, woman owned, and small business owners are strongly encouraged to submit a proposal for this solicitation. The contract will be awarded to the most responsive offeror, not always the lowest cost, that are determined to meet the requirements and criteria set forth within the solicitation. The City of College Park reserves the right to reject any or all bids based on past performance and to waive technicalities and informalities and re-advertise.
