Site work and paving for a mixed-use development in New Melle, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Scope of Work includes approximately 1,349' of roadway improvements and approximately 386' of sidewalk improvements including new concrete pavement, concrete curb & gutter, concrete sidewalk, concrete & asphalt approaches and driveways, concrete ADA ramps with detectable warning plates, storm sewers, retaining walls, guardrails, pavement striping, utility adjustments, road signage, and other incidental items and work described in the Project Manual, or reasonably inferable therefrom, to construct the referenced project. Each bid shall be accompanied by a certified check or bank draft on a responsible solvent Missouri bank, or a satisfactory bid bond executed by the bidder and an acceptable Surety company, naming the Owner as Obligee, in the amount of not less than five percent (5%) of the Base bid plus the greatest of the Alternate bids ("Bid Security"). If the bidder fails to enter into a Contract with the Owner on the terms stated in his bid, or fails to furnish Performance and Payment Bonds as required by the Contract Documents, the amount of the Bid Security shall be forfeited to the Owner as liquidated damages, not as a penalty. The successful bidder shall furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract Sum as security for the faithful performance of the Contract, and also a Labor and Material Payment Bond in an amount not less than one hundred percent (100%) of the Contract Sum as security for the payment of all persons performing labor on the project under this Contract and furnishing materials in connection with this Contract. The Surety shall be a company licensed to do business in the State of Missouri and shall be acceptable to the Owner. The Performance Bond and the Labor and Material Payment Bond may be in one or in separate instruments, however if combined into one the amount shall be for two hundred percent (200%) of the Contract Sum. The City of New Melle anticipates issuing notice to proceed in Spring of 2024. For a contractor to be awarded this project the contractor must have a fully responsive contractor questionnaire on file with the Missouri Highway and Transportation Commission at least seven (7) days prior to the bid opening date. Please note that Missouri's Prevailing Wage Law establishes a minimum wage rate for public works projects in Missouri valued over $75,000. The wage rates applicable to this project have been predetermined as required by law and are set forth in these specifications. The Owner shall have the right to reject any or all bids, to reject a bid not accompanied by the Bid Security or by other data required by the Bidding Documents, to reject a bid which is in any way incomplete or irregular, and to rebid the Work at a later date, if all bids are rejected.
