Site work and paving for a mixed-use development in Peoria, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Description of Work. Proposed improvement is officially known as City of Peoria Combined Sewer Overflow Control Project - Year 3. The proposed improvement consists of removing and replacing urban streets to capture stormwater runoff and to reduce combined sewer overflows The project consists of roadway and stormwater improvements in the area of south Peoria along the following streets: A.G. Hinton Avenue, Aiken Avenue, Widenham Street, Smith Street, Martin Street, Kettelle Street, Blaine Street, Warren Street, Shelley Street, DuSable Street, and Steubenville Street. The improvements include pavement removal and replacement, concrete pavers, curb and gutter, sidewalk, driveways, storm sewer structures and pipes, aggregate for infiltration trenches, turf grass, protection and relocation of existing utilities, and traffic management. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders. PERFORMANCE AND PAYMENT BONDS The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the full amount (100%) of the Contract Price. No Bid shall be withdrawn after the opening of the Bids for a period of ninety (90) days after the scheduled time of closing Bids. The City of Peoria reserves the right to waive irregularities and to reject any and all Bids. Unless all Bids are rejected, award shall be made to the low, responsive, responsible Bidder after the Bid evaluation has been submitted to the Agency and written notice of Agency approval has been received by the grantee.
