City of East Cleveland Department of Community Development announces a Request for Proposals for Engineering Services to oversee approximately (3-4) street(s) within the City of East Cleveland, Ohio. Proposal for the reconstruction of approximately 4,000 LF and 13,000 SY. The engineer will be required to assist in determining streets to be selected. Proposed streets are Elm, Stanwood Rd from Oakhill Road to Hazel Road, and Hillside that will utilize CDBG funding (Six Hundred Thousand Dollars), and Glynn Road will be a bid alternate. Requested Services shall include: Surveying and engineering design services to prepare specifications and Bid Book for the 2024 Street Resurfacing Project Provide pavement course for each street Oversee the project from beginning to end, and approving all invoices and construction Have the ability to work in conjunction with other funding sources (Cleveland Water / Cuyahoga County), or any other funding source. This includes securing additional funding as needed for the 2024 project. Answer any technical questions Hold a pre bid conference if needed Conduct pre construction meeting Construction Administration and on-site inspection Proposal must include the following: Resumes for key personnel who will be assigned to the project Three (3) letters of reference or client list Copy of applicable state license to practice in field Description of experience in field Proposed fee structures and rate schedules for key personnel The responding proposal shall include one to NOT TO EXCEED amount inclusive of all surveying and engineering through the bid opening, bid tabulation and recommendation of an award. The responders shall also include a second not to exceed amount for construction administration, onsite inspection, as-built, change orders and project final closeout. The total amount submitted will be for both services. Questions will not be addressed after the close of business Friday, February 9, 2024. Each proposal must contain the full name and address of all person(s) and / or companies who will perform work. The proposal is to be in an envelope clearly marked PROPOSAL ENCLOSED, "DO NOT OPEN, ENGINEERING SERVICES FOR 2024 STREET IMPROVEMENT PROJECT." The City reserves the right to reject any or all Proposals or Statement of Qualifications or part or all of any information submitted. The City also has the right to waive formalities and technicalities in any and all Proposals and Statements of Qualifications.
