Site work and renovation of an educational facility in Westport, Connecticut. Working plans call for the renovation of a educational facility.

As of May 28, 2024, a construction manager has selected for this project. A firm timeline for construction has not been established, but the design phase is beginning in the spring of 2024. Long Lots Elementary School (LLS) is located at 13 Hyde Lane in Westport. Over the past year a Feasibility Study was completed to determine the best long-term option for the Town of Westport to move forward into Design and Construction. Prior to the Feasibility Study, the Board of Education commissioned a preliminary study of the issues in the Spring of 2022, and Town of Westport commissioned a review of the existing building envelope, structure, and MEP systems which was completed in February 2023. In April of 2023, an Architect and Construction Manager were retained to prepare a Feasibility Study. The Feasibility Study looked at three options: 1) Renovating the existing school as New, 2) Renovating the existing school as New with Additions, and 3) building a New School. The New School option was further evaluated for different locations on the site. Cost estimates and Phasing were included for each option in the Study. In October 2023, the First Selectwoman accepted the recommendation of the Long Lots School Building Committee to construct a New Sustainable School on Terrace 3 of the property, identified as Concept C (as amended) in the Feasibility Study. The Town is soliciting qualification statements from Architecture Firms to Design the New Sustainable Building and its related site work. Following construction funding approval by the Town, the project will then move into construction. Respondents should demonstrate that they possess the expertise and experience to provide design and construction administration services for new construction, including enhanced sustainability design and installation. In addition, respondents should demonstrate their expertise with construction on a site with an adjacent operating school. The Towns project framework and ultimate expectations are more clearly detailed below. In this Phase, Phase II of the project, the Town will utilize an A/E team to prepare final design documents for the New School project and a CM firm to collaborate with the A/E team, Town, and Building Committee throughout the process to provide scheduling, phasing, price, and value engineering It shall bear the name and address of the Lead Agency and the designation of this RFQ. Provide one (1) signed original, seven (7) identical hard copies and one electronic version. Please provide company name, address, phone number, email address and contact person when submitting questions. Questions regarding the RFQ shall be received via email, and submitted to: John Broadbin, Public Works Deputy Director, Town of Westport jbroadbin@westportct.gov Final Design documents are expected to be completed and ready for bidding by November 1, 2024. The Town is seeking an A/E firm to provide Phase II services including: Site visits to review and become familiar with existing facility and site. Accumulation and review of information from the available existing drawings and reports. Review, become familiar with and provide feedback related to the Board of Educations developed Educational Specifications as it relates to the final design product and state reimbursement. Visit the existing school and pre-school and meet with all necessary departments, administrators and staff to obtain a full understanding of the requirements of the new school design. Produce the necessary schematic, design development and construction documents necessary to both build and bid the project, (including demolition of the existing Long Lots School once the students and staff have moved into the new building), file the project with all local authorities having jurisdiction no later than November 1, 2024. Provide the necessary documentation for Furniture, Fixtures and Equipment. Provide collaborative review and value engineering with the chosen CM of the schematic design, design development, construction documents and construction bids. Provide the documentation and atend the meetings necessary to obtain approval of the project from all agencies having jurisdiction (i.e., Board of Education, Department of Buildings, Planning & Zoning, Health, Conservation, etc.) as well as any Town Commitees for construction funding approval (Board of Finance, RTM and their subcommitees if required). Assist Town with all necessary filings required by the Office of School Construction Grants & Reimbursement (OSCG&R) which falls under the Department of Administrative Services (DAS) for approvals and reimbursement. Provide Construction Administration Services related to: Requests for information, shop drawings, site visits, project meetings, punch lists, etc. Assist the Town and Construction Manager in Obtaining all required commissioning, testing, signoffs, and Certificates of Occupancy for the building occupancy no later than August 14, 2026. Review As-Builts, manuals, and record drawings of the completed work as submitted by the CM. Complete and submit all relevant and required change orders, estimates, and drawings necessary for submission to the Department of OSCG&R. Assist the Town in phasing of the construction while maintaining access to the existing school for students and staff, and maintaining the existing school infrastructure for the duration of the project. Work Collaboratively with all parties including the Towns Owners Representative, Project Manager, and the School Building Committee to ensure and effective and efficient project management. The Town will only accept questions in writing, via email, regarding this RFQ until February 14, 2024. Town replies to questions will be made by February 16, 2024. The Town Will Reject Responses Which Are Substantially Incomplete and Will Not Allow the Submission of Any Additional Written Information After the RFQ Deadline. The Town Reserves the Right to Waive Any Defects and Informality in Any Response, to Reject Any or All Responses for Whatever Reason and to Accept That Response Deemed to Be in the Best Interest of the Town. The Town Reserves the Right to Reject Any Response if the Evidence Submitted by or Investigation of the Design Team Fails to Satisfy the Town That It is Properly Qualified to Perform the Services. The method of Contractor Selection has not been Determined at this time.
