Inquiries regarding this RFP (be sure to reference RFP number) should be referred to: E-Mail: Purchasing@greeleygov.com Notice of Award (tentative) March 5th, 2024 A section of the Poudre River located north of the City's Poudre Ponds site between 25th Avenue and 35th Avenue has been eroding from spring runoffs. There are temporary repairs that need to be removed and a permanent structure constructed to mitigate the erosion and protect city assets including the Poudre Trail and Poudre Pond's (Pond A) Slurry Wall. In 2021, this project location experienced a bank failure on the southern bank (river right) during spring runoff. Contractors protected the remaining bank that summer with temporary large sandbags, followed by an eco-block wall for more substantial protection in 2022. With the significant runoff season of 2023, the eco block wall was becoming undermined, so contractors added large rip rap to the top and toe of the wall to prevent further erosion of the river bed upstream and under the toe of the wall. This is the current state of the project site. Your proposal must include a project plan (a timeline) with key milestones. The proposal should also discuss how you plan on constructing the river wall and all items outlined below: Construct approximately 600-feet of river wall armoring within the Poudre River located between 25th Avenue and 35th Avenue. Construction will require diverting water from riverbank and dewatering construction area. Removal and stockpiling of temporary repair materials (eco blocks). Removal and offsite disposal of items that may have been placed along the riverbank for bank stabilization, such as car bodies. Landscaping including planting willows along the boulder wall within the river channel and restoration of disturbed areas outside the river channel. Force Account Work: If the in-channel work cannot be completed by May 15, 2024, the force accounts will be used to pay for making temporary repairs to shore up the riverbank before and during the runoff as directed by the city's Project Manager., Coordinate with the City's project consultant (Otak) for permitting needs, including: Clean Water Act 404 permits City floodplain development permit Storm water and other City permits (responsibility of the contractor) Buyer Preferences, Guidelines & Requirements General Requirements - Insurance Required Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % The City reserves the right to cancel this RFP at any time, without penalty.
