The City of St. Louis, Board of Public Service, is seeking Statements of Qualifications for providing Design Services for a New West Deicing Pad (WDP) at St. Louis Lambert International Airport. Allows zero unit prices and labor Yes Allows negative unit prices and labor Yes Consistent with the ongoing Airport Layout Plan Update and Master Plan, the Airport is currently in design to replace its existing Airfield Maintenance Facilities (AFM) on a site immediately northwest of its current location. Once the replacement AFM campus is relocated, including glycol storage and snow operations control facilities, the existing buildings will be demolished under the AFM contract, and the site will be redeveloped as the New West Deicing Pad. Existing deicing pavements are dispersed, causing inefficiencies and safety hazards on the airfield, as well as negatively affecting collection of spent aircraft deicing fluid. The Project's West Deicing Pad would allow for greater operational safety and efficiency by moving deicing operations proximate to departure runways and consolidating deicing infrastructure at a centralized location with connections to adjacent runways and taxiways. Additional project design considerations include improvements to non-standard taxiways in the vicinity of the proposed WDP, which would require pavement removal and reconfiguration of the taxiways to enhance safety and facilitate access to the WDP. Because the area is prone to flooding from Coldwater Creek, potential compensatory storm-water storage areas, with depths to be determined, would be constructed in areas to the east and south of the proposed WDP, and the existing storm-water basin north of the WDP would be utilized. Connections to these stormwater areas and to the existing deicer force main system would be made through a series of buried pipes or other conduits. The estimated cost is $67M in total costs (construction, professional services, construction management, environmental evaluations, contingencies, escalation). Per the Consultant Selection Process listed below, the best qualified firms will be invited to make a presentation. The Airport intends to negotiate a price with the selected consultant to provide design services for the New West Deicing Pad. The Engineering services will be performed on the following project: The West Deicing Pad will provide a new, larger, consolidated deicing pad west of existing Taxiway T, close to the runway ends for Runways 12R and 29, and 6. The WDP will fit between existing Taxiway B and C and will provide additional taxi routes between Taxiways B and C via future Taxiways V and T. The WDP design needs to accommodate 12 narrow-body aircraft or 1 wide-body and 10 narrow-body aircraft. Taxiway improvements are required to meet FAA airfield standards and address non-standard intersection angles, complex geometry, and areas of expansive pavement. The proposed taxiway improvements at the approach ends of Runway 6 and Runway 29 consist of the following: o Remove existing Taxiway S1 o Remove existing Taxiway T o Remove existing Taxiways A and B east of Taxiway T o Construct new Taxiways S1 and S2 o Realign existing Taxiways U, T entrance to Runway 29 and Taxiways A and B entrance to Runway 6. Construct new Taxiway A1 and T between Taxiway A and Runway 29. FAA advisory circulars will need to be followed to design the new taxiways and deicing pad. Use of FAA's FAARFIELD standard software for airport pavement thickness design and evaluation is required. The West Deicing Pad design is required to identify and mitigate anticipated storm-water impacts. These analyses include impacts to runoff flow rates, pipe and culvert capacities, water quality, and the utility conflicts. The preferred storm-water management involves routing the storm-water flow from the WDP to the North Detention Basin. The storm-water flow to the basin would require installation of box culverts. Design to include construction of a storm detention basin north of proposed Taxiway S2 and West of Runway 6-24 to add storm detention capacity for the airfield. Design to include connection to existing glycol collection system north of the Taxiway Charlie pad as required. This work shall include review of the existing deicing runoff collection system to pick up this load after the Charlie Pad is decommissioned and evaluate the need for onsite storage of deicing runoff prior to this connection. Design to include software for integrating best practices to communicate with airlines and ground handlers to operate the deicing facility. The method of Contractor Selection has not been Determined at this time.
