Site work and paving for a civil project in New Paltz, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The proposal will have one contract for General Construction. The project consists of the installation of 8" water mains, gate valves, specials, hydrant and valve assemblies, house services, trench pavement restoration and pavement overlay, lawn restoration and all appurtenances. Each bidder must deposit with his bid, security in the amount of not less than five percent (5%) of the bid in the form of a certified check or bid bond subject to the conditions of this contract. The successful bidder shall furnish a Performance Bond and a Labor and Material Payment Bond in the amount of 100% of the accepted bid as set forth in the Bid Form. These Bonds shall be in compliance with the Specifications. The Village of New Paltz hereby notifies all Bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Village of New Paltz encourages Minority Business Enterprises, Women Business Enterprises and Section 3 firms to respond. The Village of New Paltz has received a funding commitment for this Project from the New York State Environmental Facilities Corporation (NYSEFC), via the Water Infrastructure Improvement Act (WIIA); and the Contractor will be subject to their reporting requirements. This project is also being supported, in whole or in part, by federal assistance listing number 21.027 awarded to the County of Ulster by the U.S. Department of the Treasury. Attention is also directed to the fact that the Contractor will be governed by New York State and Federal Labor Standards Provisions, which are made part of this specifications and contract. The Village Board expressly reserves the right to waive any informalities in or to accept any bid, or to reject any and all bids, or to award on any or all items, as the interest of the Village of New Paltz may appear to require. The Village of New Paltz is an exempt organization under the Tax Laws and is exempt from payment of Sales and Compensating Use Taxes of the State of New York and Cities and Counties of the State of all materials which are to be incorporated into this project, pursuant to the provisions of the Contract. These taxes are not to be included in the Bid. No bidder may withdraw his bid within 45 (forty-five) days after the actual date of the opening thereof. Doc notes: Contract documents may be mailed first class upon receipt of a check payable to Brinnier and Larios, P.C. in the amount of $15.00 to cover postage and handling costs. specifications prepared by Brinnier and Larios, P.C., 67 Maiden Lane, Kingston, New York 12401. *The value for this project is based on a financial range of $3.5M-$4.0M. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 02/28/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
