Bids shall be on a lump sum basis. The owner reserves the right to reject any or all bids and to waive any informalities. The bid is for lawn care maintenance for the following listed properties belonging to the City of Elba Lot #35 OF SMITH BRASWELL SUBD located at 1208 Highland Dr. Lots #22-27 of SMITH BRASWELL WEST SUBD located at 980 Drayton Ave.; 978 Drayton Ave.; 918 Drayton Ave. (on two lots); and two undeveloped lots. Regular mowing and maintenance is required to be completed twice for the months of April through September, and once per month for the month of March and October through February. The areas to be maintained include all areas within the lots described above. Mowing also includes needed weed-eating and edging as well as flower bed maintenance. Shrubs are to be pruned, beds weeded, and pine straw added once each year. All trash, and debris, should be picked up and disposed of before and after each mowing. The contractor will furnish all labor and equipment for the performance of this contract. All work is to be performed in a professional manner, using clean, and well-maintained equipment. Mowing must be done during daylight hours. No mowing or weed eating should be done when people are present to protect them from flying rocks or debris. Any use of weed killer or other chemicals must be approved by the city street supervisor. The contractor will be paid monthly at Elba City Hall for work completed and inspected. The name of the one responsible for inspection will be provided to the contractor. The contractor will always have to maintain and provide proof of General Liability Insurance with a minimum of $500,000 coverage, and a City of Elba Business License. The contractor is required to comply with all local, state, and federal employment rules and regulations. The contractor shall be responsible for all property damage, accidents, injury, and any other liabilities incurred while performing the lawn care and maintenance. The City of Elba reserves the right to terminate this contract in the event it determines that the contractor has failed to satisfactorily perform the duties listed in the contract. A 30-day written notice of cancellation will be given to the contractor. Furthermore, the contractor is required to give in writing a 30-day notice if termination of services is desired or if said party becomes unable to fulfill this contract. All interested parties should submit a sealed bid containing all appropriate contact information, commercial lawncare experience details, at least three references, and the annual bid amount they are submitting. This bid will be for a two-year contract. The contractor will be notified once selected after all bids are reviewed and due diligence by the city council has been completed. The selected contractor will then be required to submit all necessary documents and proof of insurance, as well as sign a copy of the lawn care maintenance to keep on file. Due to the uncertainty of the mowing needs, we ask that bids be submitted on a cost per cutting basis. This will enable the council to budget if additional mowing frequency is required during the summer months. Currently eighteen cuttings have been budgeted for the year.
