The City of Ottawa, hereinafter referred to as the City, is seeking offers from qualified contractors to provide all labour, equipment, and materials for the provision of Routine Sewer Cleaning Services Any work called up as a result of this standing offer shall include but not be limited to the provision of all labour, materials, accessories, equipment, tools, transportation, services and technical competence for performing the following work within the specified work area in strict accordance with the specifications and subject to the terms and conditions of the contract. It is the City's intent to contract sewer cleaning services, as outlined in this Standing Offer document. The Contractor should consider the following: Cleaning of sanitary and combined sewers up to 450mm (18") in diameter including vacuum removal of all grease, sand, silt, sludge, debris, gravel as deemed necessary by the City and disposal at an appropriate offsite disposal. Note that standard operating pressure shall not exceed 1000 psi for Sanitary Sewers <310mm. Flushing at low pressure (<= 600psi) when specified by the low-pressure list shall be done at a slower rate of speed than normal, as prescribed by the City's inspector on site. Pressure gauge shall be in complete working order for the City Representative to verify correct pressure is being utilized. If necessary, flushing may be "paused" or "halted" periodically to allow the sewer to drain before continuing to clean. This will be at the discretion of the City's Representative. Perform reverse sewer cleaning of sewers or cleaning double length of pipe as necessary to avoid working within intersections. The contractor shall provide a continuous level of effort, by providing the necessary equipment and personnel on a daily basis, to complete the required sewer cleaning services within the specified contract period. In the event, work is behind schedule, which in the opinion of the City's Representative, should have been or could have been carried out by the Contractor, the Contractor shall provide additional resources (equipment and personnel), work extended hours, multiple shifts, and/or weekends until such time the Contractor is back on schedule. Both upstream and downstream maintenance hole covers must be open before flushing begins, where possible. The Contractor shall provide a minimum of two (2) combination high velocity jet/vacuum vehicles that are not committed to other City contracts and available for service on this contract upon request. The Contractor shall supply two (2) competent and experienced operators with each combination unit. All vehicles must show up on site fully equipped for the work to be performed. The City's Representative may verify this. Unless otherwise specified by the City of Ottawa Representative, the Contractor shall commence work assigned under this contract within twenty-four (24) hours of being notified that such work is required. The City will try to schedule continuous work, once work has commenced. Every attempt will be made by the City of Ottawa to provide at least a full day's work, however, the City may require routine cleaning on a less than eight (8) hour per day basis. The Contractor shall not carry out cleaning activities without a city representative onsite. In the event of a mechanical breakdown of the equipment, there will be no payment while not operating. Payment will only be made for equipment currently in use by the City during such an event. Prior to commencing any work, the Contractor shall attend a pre-construction/orientation meeting with the Project Authority, unless the Project Authority has waived the requirement for the pre-construction/orientation meeting. Commercial General Liability insurance issued on an occurrence basis for an amount of not less than $5,000,000 per occurrence for any negligent acts or omissions by the Contractor. Such insurance shall include, but is not limited to, bodily injury, death and property damage including loss of use: premises, property and operations liability; products and broad form completed operations liability; blanket contractual liability; cross liability; severability of interest clause; contingent employers liability; personal injury liability; owner's and contractor's protective coverage; non-owned automobile liability; broad form property damage; employees as additional Insured; occurrence property damage. The Procurement of goods and/or services specified in this bid document may be subject to the provisions of the Canadian Free Trade Agreement & Comprehensive Economic and Trade Agreement.
