Demolition, site work and addition to a civil project in Marengo, Illinois. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; and for site work for a water / sewer project.

The work shall consist of the construction of a Water Treatment Addition to the existing Water Booster Pumping Station, along with approximately 8,800 linear feet of associated 8-inch and 12-inch water transmission mains. This project is being financed with funds from the IL Department of Commerce and Economic Opportunity (DCEO) and supported, in whole or in part, by federal award number SLT-3381 awarded to the State of Illinois by the U.S. Department of the Treasury No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the City of Marengo in an amount not less than ten percent 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within ten (10) days after the Notice of Award. The OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding or to accept the Bid or Bids which best serves the interests of the City of Marengo No Bid shall be withdrawn for a period of 90-days after the scheduled opening without the consent of the OWNER. STATE OF ILLINOIS GOVERNING LAWS AND REGULATIONS Contract Letting 1. The Contract letting shall be subject to Illinois Statutes. 2. Any Contract or Contracts awarded under this Invitation For Bids are expected to be funded by DCEO (Illinois Department of Commerce and Economic Opportunity) and supported, in whole or in part, by federal award number SLT-3381 awarded to the State of Illinois by the U.S. Department of the Treasury. Neither the State of Illinois not any of its departments, agencies or employees is or will be a party to this Invitation For Bids or any resulting Contract. The procurement will be subject to regulations contained in the DCEO agreement and the Illinois Workers on Public Works Act (30 ILCS 570). Equal Employment Opportunity 1. Minimum Wage 1. The CONTRACTOR shall be required to pay not less than the minimum wage rates established by the OWNER, as stated in the Invitation For Bids. 2. References to applicable wage rates are on file with the OWNER and/or incorporated in the contract documents. The CONTRACTOR and all subcontractors shall be required to pay wages, as applicable, in accordance with the Davis Bacon Act (40 U.S.C. 276a - 276a-7). The minimum hourly rate of wages, as determined by the Wage Determination Decision of the Department of Labor or the above-referenced Davis-Bacon wage rates, whichever is higher and referred to in these standards is included in the bid documents.
