The City of Welland is seeking qualified Consulting Services to undertake a study which will result in the creation of a new, visionary and transformative Downtown and Health and Wellness Community Improvement Plan (CIP), an update to Brownfield CIP and the creation of new Urban Design Guidelines for the City. The Study and the updated CIPs and guidelines need to align with and implement the City's Strategic Plan (Charting Our Future: Welland Strategic Plan 2023-2026), need be undertaken in accordance with Section 28 of the Planning Act, any associated Acts or Regulations and in compliance with the proposed Official Plan. Public and Stakeholder consultation are a critical component of this process. The New Downtown and Health and Wellness CIP needs to include actionable recommendation for hard and soft infrastructure improvements in the CIP Area including estimated financial costs including but not limited to the following: water, wastewater, storm water management systems; communications infrastructure, streetscaping, landscaping, transportation systems. The method of Contractor Selection has not been Determined at this time
