Demolition and site work for a residential development in Waterbury, Connecticut. Completed plans call for the demolition of a residential development; and for site work for a residential development.
In general, the following work involving PCB-contaminated building materials is anticipated during this Project 1. Remove and dispose of all debris generated from past demolition of Buildings 2 and 3 (debris piles) as mixed Friable Asbestos / PCB Bulk Product Waste (>=50 ppm) in accordance with Connecticut General Statutes (CGS) 22a-463 through 22a469, Title 40 CFR, Part 761, and this section. 2. Connecticut Department of Energy and Environmental Protection (CTDEEP) Regulated PCB Waste (>1 ppm, but <50 ppm PCBs) - PCB-contaminated building materials associated with former Building 1 (intact) and Building 4 (partially intact). 3. Segregate painted metal components for further PCB testing by Engineer. All metal removed from the site with PCB concentrations <50 ppm must be salvaged for scrap value and credited back to the City of Waterbury. 4. Waste, personal protective equipment (PPE), liquids, etc. generated as a part of the PCB remediation must be disposed of as PCB Remediation Waste. Liquid wastes must be separated and stored in leak-tight containers (e.g. 55-gallon steel drums). All waste generated during PCB abatement must be labeled in accordance with Title 40 CFR, Part 761. The Site is 2.5 acres and was until recently improved with four separate brick structures of varying sizes, with an original construction date Circa 1884. There have been multiple additions and renovations since the various structures' original construction. The Site was reportedly developed by the Waterbury Button Company who operated the facility until approximately 1970. Historic operations included the manufacturing of various metal and plastic buttons including associated plating, soldering, dipping, gilding, dying, and machining operations. The Site's buildings were vacant or occupied by various tenants through approximately 2007. The property was largely abandoned from approximately 2007 until May 2023 when the buildings caught fire and were demolished down to their slabs/basements as part of an emergency action. The property is approximately 3.82 acres in total area and The Site is currently owned by The City of Waterbury which will provide full access to the Site except for a small portion of which is currently being used by the City as a soil management yard CLARIFICATION DEADLINE 2/22/2024 2:00 PM
